Description | As of September 26, 2022, the project was not awarded but will rebid in the future date. https://www.thepublicopinion.com/story/news/2022/08/16/council-renegotiate-city-hall-remodel-bid-only-bidder/10328657002/ The only bid received for the city hall renovation and addition project was unanimously rejected by the Watertown City Council during Monday's meeting. The estimated cost for the base bid and all four alternate options was $3.5 million. But the bid from Gray Construction Co. was for $5.8 million. Watertown has been moving toward revamping the old Wells Fargo building to be the new city hall. But high costs have hindered the process, though the city is still looking at options. The estimated overall cost of the project was $6.3 million. But the bid pushes the cost to about $2.4 million beyond that total. There are also other costs not included in the bid, including buying the building for $1.3 million. The project budget includes a 2.5% contingency, the site purchase, audio and video equipment, architectural and engineering fees, asbestos surveys and furniture, fixtures and equipment. Alternate bids $600,000 above estimate The four alternates include an enclosure to the existing drive-thru canopy, a council chambers addition, wainscot paneling and the replacement of the tree grates. The total estimated cost of the alternates was $1.5 million, but the bid amount is $2.1 million. The bid for asbestos abatement came from Horsley Specialties Inc. for $64,935, which is higher than the estimate of $50,000. "I know a lot has gone into this multi-year project," said Councilman Colin Paulsen. "Unfortunately, we are at a point where we are all in agreement that the most appropriate action is to reject these bids for being so far over our budget." City staff has been working with Gray Construction to reduce the bid by $1.4 million. Even if that works, the city will still need a $1 million supplement to increase the total budget for the city hall renovation project from $6.3 million to $7.3 million. "The bid came in higher than expected," said Assistant City Engineer Justin Petersen. "Staff had several conversations with the architect, and ultimately, the motion is to reject all bids and negotiate with the low bidder and the contract price." Funding for the project is provided through the capital improvement fund for $5.25 million. That includes the savings from the 10th Avenue North project bond of $250,000. The $1.05 million needed to reach the $6.3 million for the project would come from the unrestricted reserve balance. And the extra $1 million would be allocated in fiscal year 2023. _________________________________________________________________________________________________________________________________________________ The Project includes the following Work: Renovation of existing former Wells Fargo Bank building and adjacent drive thru, alternates for meeting room addition and enclosure under existing drive thru canopy Owner anticipates that the Projects total bid price will be approximately $1.7m. The Project has an expected substantial completion date of July 1, 2023. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Architect/Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than those designated above. The project is subject to LIQUIDATED DAMAGES as further outlined in the Project Manual. The project consists of a renovation to an existing one-story building with a basement. The building was formerly used as offices and support for a bank branch. The new occupants shall use the facility as offices with the addition of a large meeting space. There is a proposed alternate for an addition to the facility for a large meeting room. |
