Description

The Scope of Work under the proposed contract, in general, includes the following: General and mechanical construction associated with the installation of approximately 600 linear feet of 18" PVC sanitary sewer main replacement including manholes, service laterals, and connections to existing sewer services. Approximately 500 linear feet of 8" DIP water main with associated water service laterals, service connections, and connections to existing water main is proposed to be installed parallel (at a higher elevation) to the sewer main within the same trench. Sanitary sewer bypass around the work area to maintain continuous and reliable sanitary sewer service will be required for the project. Roadway improvements (milling and overlay) and restoration of Ann Street and associated intersections with Borough Streets and private driveways. The construction includes grading and earthwork, stone base repair and preparation, and miscellaneous improvements as needed for the roadway restoration work. The construction also includes the construction and repair of miscellaneous sidewalks, curbing, and the construction of ADA Ramps at the intersection of Ann Street and South 6th Street. The roadway improvements shall take place after the construction of the sanitary sewer main replacement and water main replacement. Maintenance and protection of traffic during construction shall be required. The contract work takes place in Borough Street rights-of-ways, located in the Borough of Stroudsburg, Monroe County, Pennsylvania. Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Borough of Stroudsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount. An acceptable surety company is any one included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class X" or better in accordance with the specifications. The Project is financed in part by a grant from the American Rescue Plan Act. Prevailing wages established by the PA Dept. of Labor and Industry will apply to this Contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, and nondiscrimination in hiring practices. Attention is also called to the fact that a Non-Collusion Affidavit is required to be submitted as part of each bid. Bids may be held by the Borough of Stroudsburg for a period not to exceed forty-five (45) days (or 90 days under conditions specified under Section 115 of Instruction to Bidders), from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. The Borough of Stroudsburg reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Borough, and to reject any or all proposals. CLARIFICATION DEADLINE 11/2/2023 12:00 PM All questions concerning the interpretation of the plans and specifications, the acceptability of materials or work performed, the rate of progress or manner of performing the work, and the final acceptance of the work as performed by the Contractor, shall be decided by the Engineer.
