Description

Background In accordance with Ohio R.C. 153.68 and 153.71, the Beachwood City School District Board of Education ("District") wishes to establish prequalification requirements for professional design service firms and maintain a file of current statements of qualification from professional design service firms to work with the District on future construction projects where the design fee is estimated to be less than $50,000. The District invites professional design firms interested in providing such services to the District in accordance with applicable law to submit a statement of qualifications to the District by the deadline state above. The District directs such firms to submit an updated statement of qualifications to the District annually. Content of Statements of Qualification Statements of qualification should separately describe the firm's capabilities to provide the professional design services, and the statements of qualification should include: A. The name, address and phone number of the office where the personnel assigned to the project will be based and the name of the principal contact person; B. Firm overview including the number of years of existence, legal form of firm, location of home office, number of licensed professionals, and general firm history; The technical training, education and experience of firm owners and other key firm personnel who will be assigned to perform services on the project; D. The firm's experience with providing professional design services to school districts similar to the Beachwood City School District; E. A list of all school projects currently being performed by the firm; F. The firm's experience in performing construction cost estimating and engineering studies; Ability of the firm to provide services in accordance within a prescribed timeline; H. Availability of firm staff; I. Experience in new construction, renovation and additions for public school districts in Ohio; J. Experience with developing facilities that support 21st century learning modalities including flexible spaces, reflective spaces, collaborative spaces, performance spaces, small group and large group spaces, teacher collaborative centers and technology rich spaces; K. List of consultants and subcontractors used by the firm to provide professional design services to school districts (e.g., surveyor, civil engineer, landscape architect, structural engineer, mechanical/electrical/plumbing engineer, interior design, technology); L. The firm's record keeping, reporting, monitoring and other information management systems, including the scheduling and cost control systems; M. Familiarity and experience with the requirements of the Ohio School Design Manual; and N. Any previous work performed in connection with the District or any other political subdivisions in Cuyahoga County and adjacent counties. Evaluation Criteria for Selection The evaluation of the statement of qualifications will be based on the following: competence of the firm to perform the required services as indicated by the technical training, education, and experience of the firm's personnel, especially the technical training, education, and experience of the employees within the firm who would be assigned to perform the services; ability in terms of workload and availability of qualified personnel to perform the work competently and expeditiously; experience of the firm in providing professional design services to public school districts; past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as control of costs, quality of work, and meeting of deadlines; prior positive experience working with the District; and such other relevant factors as determined by the District. As part of its evaluation of responding firms, the District may hold interviews with individual firms.
