Description

Trumbo Property as follows: (1) construction of approximately seventy-six (76) affordable workforce housing units to be made available exclusively to qualifying MCSD employees and other 'essential services personnel;' (2) construction of an approximately 20,000 sq. ft. 'grey box' building to serve as a replacement for MCSD's aging administrative facilities; and (3) development of an approximately 1.27-acre green space for use by residents of the workforce housing. SPGL proposes to finance this development at their own expense, at no direct cost to MCSD, in exchange for a long-term ground lease of the Trumbo Property. Pursuant to Florida Statute 255.065, MCSD hereby announces its intent to accept and consider other similar proposals submitted within the timeframes set forth herein. MCSD is not interested in the development of a replacement administration building at the Trumbo Property. Instead, MCSD will give preference to proposals that can maximize the number of affordable workforce housing units that can be developed at the Trumbo Property. Most, if not all, affordable housing BPAS units that would be used for this development can be provided by MCSD. MCSD will additionally award preference to those proposals that can provide financial and/or logistical assistance in the development of an off-site replacement administration building. While MCSD prefers to maximize the number of workforce housing units to be developed at the Trumbo Property, factors such as the quality of housing and inclusion of green spaces will also be considered in the evaluation of any proposals received. Any workforce housing units developed at the Trumbo Property and appurtenances thereto must ultimately remain in the ownership of the School Board of Monroe County, Florida, upon the recoupment of development costs by the developer and/or the expiration of any ground lease entered into by the selected developer and the School Board. MCSD will not consider proposals that utilize tax-credit financing to fund the development of workforce housing units. Proposals must limit occupancy of the workforce housing development to MCSD staff and other 'essential services personnel' who qualify for occupancy under the affordable housing guidelines of the City of Key West. SPGL has proposed a unit mix of fifty-six (56) one bedroom units, ten (10) two bedroom units; and ten (10) three bedroom units. MCSD would strongly prefer a different unit mix that more accurately reflects the housing demands of MCSD personnel. Based on an internal survey of approximately two hundred (200) MCSD personnel, the following unit would be preferred: 50 percent (50%) two-bedroom units; 30 percent (30%) three-bedroom units; 15 percent (15%) one-bedroom units. MCSD will consider any proposals for development of workforce housing at the Trumbo Property submitted within one hundred and twenty (120) days of the publication of this notice. Recommendation to the School Board will be based upon a proposal(s) that represent the best interests of the public and the Monroe County School District.
