Description | The Department of Natural Resources is seeking bids to reconstruct original entrance road to Lac qui Parle State Park from Lac qui Parle County Road 33. Please be aware that there are attachments to this event. The vendor is responsible for reviewing all attachments and complying with all requirements to this Event. DNR will be the determining factor if vendor meets specifications. All questions should be directed to the buyer listed in this event. Unit price must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax and all else necessary for completion of the project. Direct Pay Permit 1114 does not apply to this project. Award--Item, Group, Total: Responses that do not comply with the solicitation will be considered nonresponsive and will be rejected. The award will be made to the lowest responsible vendor meeting the specifications and all terms and conditions. The State reserves the right to award items separately, by grouping items, or by total, whichever is deemed most advantageous to the State. Flooding in the spring of 2019 closed the entire lower campground area until gravel was delivered, spread, and graded. As staff work through permanent solutions for repeated, historic high water in the Lower Campground area (SW side of Lac qui Parle Lake in Lac qui Parle State Park), the restoration of the original road entrance became a key part to access the Group Camps during high water. This section of road is to rebuild the road connection with Lac qui Parle County Road 33 where it originally was without disturbing the soil bed currently in place. The projects entails 225 feet of rebuilt roadway, of a width between 22 - 26 feet (wider where it enters the county road), and 3 feet deep to meet with the current road remnant (deeper where the county road ditch is). This contract will be for the hauling, shaping, and packing of the road segment plus the installation of a culvert (supplied) in the county road ditch (ROW), installation of erosion control fencing and erosion control fabric on the black dirt side slopes. Seeding will be done by park staff. Lac qui Parle County permit required and obtained by MN DNR. o Haul materials as described, shape, pack, and grade per county specs o Install the specified provided culvert and aprons o Install 250 feet of silt fencing o Install erosion control blanket on side slopes of project (non plastic mesh per MN DNR requirements). o Clean up area, haul away any unusable fill or debris that was excavated. Materials estimated: o Class 5 Gravel - 170 cu yds o Black Dirt -130 cu yds o Clay or pit run material from Voldin's Pit- 1,500 cu yds o Erosion Control fabric required on downslope side of project o Silt fencing in the ditch flowing towards the Lac qui Parle River The core of the road can be constructed of either clay (none at Voldin's Pit) or pit run material (from the state owned Voldin's Pit) or other pit run material with rocks less than 10 inches. Suggested construction is fill deeper than 3 feet is clay (where the ditch is) and 3 feet of pit run across the entire road connection finished with Class 5 to where the project connects with the current Group Camp 2 loop road |
