Description

The Work to be bid upon is described as follows: Contract #1 - Wastewater Collection System Improvements The work shall consist of installation of approximately 655 LF of HDPE storm pipe ranging in size from 18" to 36", six (6) catch basins, 225 LF of 10" PVC sanitary sewer pipe, 2,880 LF of 8" and 1,800 LF of 10" DIP sanitary sewer pipe, 37 sanitary sewer manholes, 140 LF of 16" and 210 LF of 20" steel casing bore & jack, 40 LF of 16" and 50 LF of 20" steel casing open cut, relining 595 LF of 8-inch and 180 LF of 10-inch sanitary sewer line, replacing three (3) manhole frame and covers, 50 VF of manhole lining, one (1) EA duplex lift station, Matoaka Lift Station improvements, surface restoration, reconnection of existing lines and all other necessary appurtenances. The Work will be substantially completed within 180 days after the date when the Contract Times commence to run and ready for final payment within 210 days after the date when the Contract Times commence to run. Contract #2 - Wastewater Treatment Plant Improvements The work shall consist of improvements to the oxidation ditch including, removing / disposing of debris / sediment rehabilitating the existing floating aerator and installing a second floating aerator; improvements to the secondary clarifier including, cleaning the RAS / WAS lines and replacing the air valves; improvements to the chlorine contact tank including, replacing the chlorine tablet feeder and v-notch weir; improvements to the administration building including replacing the roof, electrical improvements and replacement of the hot water tank, replacing portions of the roofs on the sludge drying beds, installing an emergency generator / automatic transfer switch, purchasing equipment, other miscellaneous improvements and all other necessary appurtenances. The Work will be substantially completed within 150 days after the date when the Contract Times commence to run and ready for final payment within 180 days after the date when the Contract Times commence to run. Bid security shall be furnished in accordance with the Instructions to Bidders. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by grants and loans from: the West Virginia Department of Environmental Protection State Revolving Fund. Neither the United States, the State of West Virginia nor any of their departments, agencies or employees are or will be a party to this invitation to bid or any resulting contract. Prospective Bidders should note that these contracts will include the following critical requirements as identified in the contract documents: Bid Bond Certification of Non-Segregated Facilities Equal Employment Opportunities Disadvantaged Business Enterprises WV Contract Licensing Act - All bidders are required to have a West Virginia Contractors License per Section 21-11-11 of the West Virginia Code. The Owner reserves the right to reject any or all bids. 6. American Iron and Steel Requirement - P.L. 113-76, Section 436 All bidders are required to have a WV contractor's license in accordance with Section 21-11-11 of the WV State Code. The Owner reserves the right to reject any or all bids. The bids will be submitted using the two (2) envelope system. Envelope #1 will contain the required bid documents. Envelope #2 will contain only the bid form. Each Bidder must submit with his bid, security in the amount, form, and subject to the conditions provided for in the Information for Bidders. The bid security shall be in the amount of ten percent (10%) of the total amount of the Bid No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof. There will be $1,000.00 per day liquidated damages for every calendar day past the aforementioned contract times for each contract. All fees associated with the purchase of Project Specifications, Contract Documents, Plans, and Shipping are non - refundable. The Engineer's estimate of construction cost for Contract #1 is $1,603,755 and Contract #2 is $366,950.
