Description

New Public Library and Municipal Complex The Township strongly encourages prospective bidders to submit their sealed bids prior to May 4, 2023 via certified mail or overnight delivery along with requiring a signature, between the hours of 8:30 a.m. and 4:30 p.m. Bidders may withdraw their Bids at any time before bid opening. It is expressly understood that the bidder is responsible for getting the bids to the Township Administrator prior to the time and date set for the bid opening. The Township is not responsible for bids which are sent for delivery and not received by a Township employee. Any bids received after the time and date specified above shall not be considered. All necessary bid specifications, plans and bid forms may be secured upon email request as follows. Bidding documents shall be made available by digital download link after written request. Bid Request RSC Architects, Bidding@rscarchitects.com Subject: New Public Library and Municipal Complex All questions or Requests for Information shall be emailed to the Architect no later than ten (10) days, Saturdays, Sundays and holidays excepted, before the established date for Bid Opening, as follows: RFI - RSC Architects, Bidding@rscarchitects.com Subject: New Public Library and Municipal Complex RSC Architects will arrange an Addendum, which shall become part of the Contract, listing all pertinent questions received and their response regarding each. Prior to the opening of Bids, a copy of all Addenda will be sent to each of those who have obtained a set of the Contract Documents from the Architect. The Addenda shall be sent in one of the following ways: i) in writing by certified mail, ii) by certified facsimile transmission, meaning that the sender's facsimile machine produces a receipt showing date and time of transmission and that the transmission was successful, or iii) by a delivery service that provides certification of delivery to the sender. Please email RSC Architects for information regarding this project at Bidding@rscarchitects.com Bids for said Contract must be based upon and in strict accordance with the aforesaid specifications. All Bids must be presented upon the blank Bid Forms included in the Contract Documents, and shall state the proposed price for the work, both in words and figures, and shall be signed by the Bidder with his/her business address and name of corporation or company. Bid forms shall not be altered or added to in any way. Bids must be submitted on the prescribed form (obtained from RSC), in a sealed envelope marked: SEALED BID ENCLOSED New Public Library and Municipal Complex May 4, 2023 The work under this contract includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in the contract documents. Each bidder shall deposit with his/her bid a certified check or cashier's check (cash will not be accepted) issued by a national bank or trust company and payable to the order of The Township of Pennsauken, NJ, or a bid guarantee in the form of a Bid Bond issued by a Surety licensed in the State of New Jersey, in the amount of ten percent (10%) of the total amount of the bid and not to exceed $20,000, as a guarantee of good faith, and as a security, which may be forfeited and retained by the Township in lieu of its other legal remedies, if a successful bidder's bid is accepted by the Township and he/she shall fail to execute and return to the Township the required contract and/or bonds within ten (10) days after delivery of the prepared contract and/or bond form to him/her by the Township. In addition to the Bid Security, each Bid must be accompanied by an Agreement of Surety similar to the form attached to the Bid from a Surety company qualified to do business in the State of New Jersey agreeing, in event of the award of the Contract to the Bidder, to furnish the required bonds. Bidders are required to comply with N.J.S.A. 52:32-44 (Business Registration Law), as more specifically set forth in bid specifications. Bidders are required to comply with the requirements of N.J.A.C. 17:27-1.1 et seq. and N.J.S.A. 10:5-31 et seq. as set forth in bid specifications. The Township Council reserves the right to reject all bids or to waive minor informalities as may be permitted by law.
