The scope of work includes the equipment, materials, services, and appurtenances thereto as included in the contract documents for the construction of tenant improvements for an office space, classroom space, restrooms, and kitchen inside the Historic Scott School - Redwood building located at 3280 S. 540 E., South Salt Lake City, UT 84106. A 5% Bid Security will be required. All rules and regulations governing such projects will be applicable. The contract will be awarded to the lowest responsible and responsive bidder, whose bid meets the requirements and criteria set forth in the request for bids. Requirements for prevailing wage rates and certified payrolls apply as it is subject to the Davis-Bacon Act. Salt Lake County HCD policy requires direct email solicitation of at least six Section 3 (low-income) and at least six Disadvantaged Business Enterprises (DBEs) such as Minority Business Enterprises (MBE) and Women Own Business (WBE). All solicitations, including those done through the State's procurement website, U3P, will be documented in the files. As noted above, Section 3 solicitations are required by HCD policy even if the project is not subject to Section 3. All Prime contractors participating in this project must have a Unique Entity ID (UEI) number and be registered on the federal System for Award Management (SAM) at sam.gov. Prime contractors must also verify on sam.gov and maintain documentation that all subcontractors on this project have not been debarred by the federal government.
