Description | The scope of work consists of asphalt concrete pavement repairs performed at Ellison Onizuka Kona International Airport on an as-needed basis. To be eligible for award, bidders shall possess a valid State of Hawaii General Engineering Contractor "A" license at the time of bidding. ALL requests for information (RFI) shall be received in writing via online no less than 14 calendar days before bid opening. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. Anything said at the conference is for clarification purposes and any changes to the bid documents will be made by addendum and posted in online. Compliance with Act 192, SLH 2011 is a requirement for this project whereby a minimum of 80% of the bidder's work force on this project shall consist of Hawaii residents. Any protest of this solicitation shall be submitted in writing to the Director of Transportation, in accordance with 103D-701, HRS and 3-126, HAR. Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-355, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by a legislative body.
