Description

After opening, the bids will be compared as to quality, thoroughness, and cost by the Fayette County Board of Education, and its Architect, McKinley Architecture + Engineering. The projects consist of separate funding sources, as indicated below. These funding sources have requirements for funding segregation in addition to other varying requirements stipulated in the Bidding Documents. The work of county funded projects is funded in part by the Fayette County Schools under their requirements. The Work of ESSERF funded projects is partially funded by the Elementary and Secondary School Emergency Relief (ESSER) Federal Funding Grant and subject to those requirements. In general, the scope of work is as follows: ESSER FUND PROJECTS, bid as separate packages: Outdoor Classrooms: In general, the work of this bid package consists of installing of new outdoor classrooms at various schools. The classrooms consist of pressure treated lumber frame on a concrete slab. The roof is T&G decking covered with EPDM membrane. Skylights provide daylight into the classrooms. Oak Hill High School Gymnasium HVAC Replacement: The Owners contractor will provide and install a new HVAC system including the equipment, ductwork, HVAC controls and final hookup of electrical and plumbing provided by others. Midland Trail High School Gymnasium HVAC Replacement: The Owners contractor will provide and install a new HVAC system including the equipment, ductwork, HVAC controls and final hookup of electrical and plumbing provided by others. COUNTY FUND PROJECTS, bid as separate packages: Valley PK-8 Roof Replacement: In general, the work of this bid package includes demolition of the existing roofing, install new roofing and insulation. New gutters and downspouts, retrofit roof drains and roof accessories. Oak Hill High School Gymnasium Fixtures: Gym Remodeling including, removal and replacement of wall and ceiling mounted items. New installation of backboards, hoops and pads and new gym separation curtain. Midland Trail High School Gymnasium Fixtures: Gym Remodeling including, removal and replacement of wall and ceiling mounted Gym Fixtures. New installation of backboards, hoops and pads and new gym separation curtain. Oak Hill High School General Trades: The contractor will perform all work related to the demolition of items and finishes not specifically called our to be demolished in other packages. Providing and installing new finishes, fixtures and equipment not specifically identified in other packages. Items to be included in this package are new doors, frames and hardware, new wall and ceiling finishes. Additional steel required for the support of devices and equipment shall be provided and installed by the general trade's contractor. New electrical devices, provide power to devices that will be installed by others including but not limited to bleachers, retractable basketball hoop support structures, scoreboards, AV systems and HVAC systems. New lights and fire alarm devices. Plumbing and electrical for new electric water cooler. Provide power and plumbing tot he new HVAC system to be provided by others. Midland Trail High School General Trades: The contractor will perform all work related to the demolition of items not specifically called out to be demolished in other packages. Providing and installing new finishes, fixtures and equipment not specifically identified in other packages. Items to be included in this package are new doors, frames and hardware, new wall and ceiling finishes. Bid Bonds executed by the Bidder and issued by a surety company approved by and in favor of the Owner, the Ohio County Board of Education, n the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No accepted Bid(s) shall be waived or returned because the Bidder(s) failed to, or cannot comply with, the requirements as set forth in Bidding Documents. Further, the successful bidder(s) will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bonds(s) in the amount of the contract price. Bids may not be withdrawn for a period of ninety (90) days without the consent of the Owner. Bidders and sub-bidder(s) as Contractor and Subcontractor(s) are required to utilize "local labor" pursuant to Chapter 21-Article 1C, the "West Virginia Jobs Act." Pursuant to Chapter 21-Article 11 of the "West Virginia Contractor Licensing Act" of 1991, ll Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor's WV License number must be affixed to submitted construction bids and fully executed and binding construction contractors or agreements. The work of the projects that is subject to compliance with the following Federal requirements as further stipulated in the Bidding Documents: 1) Davis Bacon Act. (40 U.S.C. 3141 3144, and 3146 3148); 2) The Equal opportunity cause provided under 41 CFR 60 1.4(b), contractors will not discriminate against any employee or applicant for employment because of race, color, religion, sex, sexual orientation, gender identity, or national origin. The contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, color, religion, sex, sexual orientation, gender identity, or national origin; 3) The Contract Work Hours and Safety Standards Act (40 U.S.C 3701 3708); the Clean Air Act (42 (U.S.C. 7401 7671Q); the Federal Water Pollution Control Act (33 U.S.C. 1251 1387; Byrd Anti Lobbying Amendment (31 U.S.C. 1352); and section 6002 of the Solid Waste Disposal Act; and 4) As appropriate and consistent with law and to the greatest extent possible the Domestic Preferences for Procurements (2Cfr 200.323) and Small and Minority Businesses, Women's Business Enterprises, and labor Surplus Area Firms (2 Cfr 200.321) are preferred; 5) Contract award (see 2 CFR 180.220) will not be made to parties listed on the government wide exclusions in the System for Award Management (SAM). To the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interest.
