Description | Scope of Work The Contractor shall provide all services necessary to complete the following- Locate and repair the leak in the raw water steel pipeline at the location shown on page F-7 of this scope. Access to the leak is planned from the north and can be seen on page F-7. If the contractor desires to access the leak from the south, no additional payment will be made for clearing trees. The repair area on the waterline exterior must be recoated using Coal Tar Epoxy or approved equal. The Contractor must include the proposed method of leak repair with the bid price. Dewatering the site and stream diversion will be the Contractor's responsibility. Temporary dams may be built upstream and downstream of the leak. The creek bed must be restored to pre-work condition. If rock is removed during excavation the rock shall be hauled away from the site and the area filled with soil free of rocks at the Contractor's expense. Fill washout and regrade to match creek bank slopes on each end of the washout area. Additional soil may be required for creek bank restoration. No additional payment will be made for this item. Work site shall be fenced off to protect property owner's livestock at all times. All work, materials, equipment and labor necessary to repair the leak and restore as noted above should be included in the bid price. All disturbed areas shall be restored to prevent erosion. Scope of work to primarily include the following: Repair a leak on the City of Stillwater's 36-inch steel raw waterline. The required Bid Bond shall be made payable to the Owner ("Stillwater Utilities Authority") for the sum of 5% of the Bidder's bid total. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Bids will be referred to city staff for evaluation. The SUA may award to the "lowest and best responsible bidder". The SUA reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids |
