Description | All questions regarding bidding procedures, bidding documents and construction procedures are to be directed in RFI form to the Construction Manager at kmsbid@downesco.com . All answers will be published by written Addendum. Extension of the RFI deadline may only be revised by written addendum. Questions received verbally will not be answered. The RFI submission deadline is Tuesday, December 1,2022 at 12 EST. RFI deadline may change at the CMR's discretion via addenda ALL bidders will be required to furnish a 10% Bid Bond or Certified Check along with their bid. Performance and Payment Bonds (100%) will be required. Reference project documents for additional information. All bidders whose bids exceed $500,000 shall hold a current DAS Contractor Prequalification Certificate (not a predetermination letter) from the Department of Administrative Services of the State of Connecticut according to Connecticut General Statutes Section 4a-100, 4b-101 and 4b-91. Bidders shall submit with their bids a current Update (bid) Statement. Failure to submit this item with the bid subjects your bid to disqualification. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. An Affirmative Action Plan must be filed with and approved by the Commission on Human Rights and Opportunities prior to the commencement of construction. State law requires a minimum of twentyfive (25%) percent ofthe state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% set-aside goals. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. All Bidders please note that liquidated damages shall be assessed as follows: for the first fifteen (15) calendar days: $0.00/day; For the sixteenth (16) through the thirtieth (30) calendar day: $500.00/day; For any days in excess of thirty (30) days: $1,000/day. |
