Description

Architectural and Engineering and Urban Planning firms who focus upon Livable Community Context based Design Practices for the purpose of obtaining a qualified Multi-Discipline Design team for Professional Design and Consultant Services. A. Specific tasks under this scope of work include but are not limited to: 1. Complete Street Conversions, including but not limited to: a. Striping/Restriping plans for bikeways; b. Sidewalk projects; c. Shared Street conversion/streetscaping projects. d. Road diet projects including curb realignments to physically narrow streets; e. Median crossing island, flashing beacon and advanced crosswalk design; f. Intersection safety measure design; g. Design and management of projects involving the Federal Highway Administration’s Countermeasures that Work; h. Other street retrofit and reconstruction tasks in keeping with Salisbury’s Vision Zero Program. 2. Livable Community/ Context based design and project programming, including the development of construction drawings. 3. Engineering - Civil (water/Sewer), site, streets, traffic studies, bike facilities, as necessary to retrofit existing streets to a walkable thoroughfare design. 4. Design of stormwater facilities to treat run-off of impervious surfaces as required in constrained urban street environments. 5. Landscape Architecture Design as needed to provide landscape plans for Street Conversion and public space projects, such as plazas, public squares and parks (Special Emphasis on the use of native species and street trees.) 6. Corridor, neighborhood or city-wide studies leading to preparation of GIS layers, masterplans or zoning code recommendations. 7. Preparing cost estimates. 8. Grant writing assistance. B. The City of Salisbury is a Vision Zero Jurisdiction and therefore Successful Vendors: a. Shall have experience in the planning and design of safe transportation facilities for all users especially the vulnerable; b. Shall have intimate familiarity with the National Association of City Transportation Officials (NACTO) Design Guidelines for Urban Streets, Bikeways, transit and Stormwater in addition to American Association of State Highway and Transportation Officials AASHTO; c. Shall be able to demonstrate experience in project delivery driven by safety on the transportation system as the primary consideration. C. Examples of projects in the FY23 budget and upcoming Capital Improvement Projects in subsequent budget years that may fall under this RFP include but are not limited to: 1. Corridor Design Development for conversion of City Streets into livable and walkable linear parks; 2. Design Drawings for Cycle Tracks, Bike Lanes and other Bicycle Facilities; 3. Designs for walkable thoroughfares, pedestrian plazas and parks; 4. Streetscaping/Street Conversion Projects in the downtown area and historic districts; 5. Traffic Impact Studies and Traffic Signal & Timing Plans; 6. Roundabout Studies and design; 7. City Comprehensive Plan Update in line with a previous City led Form based Zoning Code update; 8. Consulting Services related to the Implementation of a Vision Zero such as crash analyses, rapid intersection modification plans etc.; 9. General Urban Planning Consultant Services; 10. Citywide Walkability/Bike ability Assessments; 11. City or neighborhood Masterplan Development; 12. City-wide Street Width Reduction/Excess Auto Capacity Study.
