Description

Only bidders who have been certified by DOA as a qualified and responsible bidder in the Mechanical division of work may bid on this project. This project is being let using a new single trade bidding and contracting process. When 85% or more of the construction cost of a project could be completed by a Single Trade Contractor (mechanical, electrical, plumbing, or fire protection), the Department may bid and contract all work of that construction project directly to a Single Trade Contractor. The State will enter into a single contract with the lowest, qualified, responsible, certified single trade MEP contractor. Single trade MEP contractors may bid on single trade projects up to their current division of work certification level for that trade. All Work for this project will be awarded to a single trade Mechanical contractor. Bidders shall submit a Single Base Bid for all Work. Items of note about the pre-bid walkthrough: a. Contractors are to meet at the Wallace Hall Lobby at 9:30 A.M. Contractors will be screened in the30 lobby and provided a surgical mask that they must wear. b. The group will be escorted to the Boiler Plant to discuss the project. c. Only one (1) representative per contractor will be allowed for the pre-bid. In general the work consists of replacing the burners and controls on select equipment at the heating plant. This includes replacing local controls on 3 natural gas and fuel oil boilers. The new Balance of Plant control system will control all boilers, boiler auxiliary equipment and monitor the existing water wells at SWC. All field instruments will be replaced with current technology. The burners and burner management system for Boilers #2 and #3 will be replaced. The new burners will have increased turndown capacity so that the boilers can operate efficiently year-round. Mud drum heaters will be added to 3 boilers. A new central air compressor system will be added to serve the plant, boiler burners and the campus air needs. Finally, this project will repair the inner and outer casing, insulation, and refractory on three side of boiler #2. Base Bids will be received as follows: A single lump sum bid for All Work. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements.
