Description | Updated Set Aside: 8(a) Set-Aside (FAR 19.8). Sampling of services to be performed: 1. Preventive Maintenance Programs - Plan, program, administer, and manage the Preventive Maintenance program supporting Base Kodiak and tenant commands. This program supports facilities, equipment, and real property located within the geographic areas subject to this requirement. 2. Janitorial Services - Provide all labor, equipment and supplies to perform Janitorial Services throughout various facilities on Base Kodiak. 3. Refuse Collection and Disposal - Provide all refuse collection services to include Refuse Collection and Disposal Services; Collection of Recyclable Materials; Collection and Disposal of Bulk Refuse; Maintenance and Repair of Government Furnished Refuse Containers; and other service work. 4. Grounds Maintenance - Provide Grounds Maintenance Management and Services to include mowing, debris removal, edging, trimming, replacement of vegetation, weed control, fertilization, grounds clearing, service work, and other efforts necessary to promote proper health, growth, color and appearance of ground cover and other vegetation. 5. Snow Removal and Ice Control - Provide snow and ice control to include snow plowing and removal; sanding surfaces for ice control; distributing sand and chemical deicer; clean up of sand at the end of the winter maintenance season; other service work. 6. Roadway & Sewer Maintenance and Repair - Provide roadway and sewer maintenance to include maintaining culverts and storm drains; grading; sweeping; marking/painting pavement and curb; patching/repairing pavement; maintaining/repairing signs; cleaning/repairing sewers; other service work. 7. Fuel Services - Operate and maintain the Base Kodiak Fuel System to include: transferring fuel to and from vessels; providing fuel for aircraft at the Aviation Truck Loading Stand and Hydrants; transferring fuel to the Central Heating Plant day tanks; other service work. 8. Environmental Protection & Emergency Response Services - Plan and execute environmental protection operations to ensure Base Kodiak operations are regulatory Management System Plan; Storm Water Pollution Prevention Plan; Solid Waste Management Plan; Pollution Prevention Opportunity Assessment and Plan; Liquid Oily Waste System Pollution Prevention Best Management Practices Manual; Used Oil Operations Manual; Bulk Marine Oil Transfer Facility Operations Plan; Integrated Emergency Response and Prevention Plan; Facility Emergency Action Plan; Resource Conservation and Recovery Act Contingency Plan. 9. Vehicles Maintenance - Operation, maintenance and repair of vehicles and equipment to include: Scheduled Maintenance; Tire Work; Operation and Maintenance of the Government Vehicle Wash Facility; Fleet Management; Vehicle Recovery Services; Vehicle and Equipment Service Work. 10. Plant Operations - Operate and maintain the Base Kodiak Central Heating System, Domestic Water System, Waste Water System, Used Oil System, and other installation specific systems. 11. Shipping and Receiving Mail Services - Perform all Shipping/Receiving Mail Services for the Base Kodiak, all tenant commands, outlying CG units, visiting service units and vessels, and others when directed by the COR. All tasks are performed daily, Monday through Friday, except Federal holidays. Mail Services are also required every Saturday for a four hour period. 12. Housing Change of Occupancy Maintenance - Change of Occupancy Maintenance work shall include providing utility system checks and accomplishing various maintenance, repair and cleaning tasks requiring various trades and materials. Change of Occupancy Repair includes interior/exterior painting and repairing or replacing various housing components. 13. Material/Weight Handling including: providing crane service for vessels; cargo handling equipment and services; transportation of equipment or material to and from Base entities which can include moving heavy, oversized, or irregular shaped loads or placing/moving loads in restricted spaces where power machinery cannot be used; lifting buoys (approximately 25,000 pounds and are 15 feet by 12 feet by 8 feet) out of the water or off vessels, moving buoys to work sites, and relocating and lowering buoys back into the water or aboard vessels; transporting a 26,000 pound, 41 foot utility boat both into and out of the water and from point to point on land; moving of office and household furniture (not include furniture for military members); transporting oil spill response gear/equipment. 14. Support Tasks include: providing equipment and operator for buried utility; set-up, maintain, and remove traffic control devices; secure and reactivate utilities/utility systems; install and remove equipment on athletic fields seasonally; install and remove MWR small boat docks; maintain portable steam boilers; provide support for power outages and brown outs 24 hours a day 7 days a week; perform shop tasks; line handling services on the cargo pier; weight testing services; mobile electrical support; providing boat and operator for marine inspections. 15. Caretaker activities include: perform checks on the Kingfisher/Fire Alarm Service and associated pull boxes; perform maintenance on water valves in the 9 zones of the water distribution system; perform caretaker steam pit inspection and service; perform inspection & testing of fire alarm systems. 16. Pest Control - Pest Control Services including the control of arthropods, birds, bats, and rodents. 17. Maintenance, Repair, and Improvement Work - provide interior or exterior painting; installation of various flooring medium. 18. Air Station Vehicles and Equipment - Air Station vehicle and equipment operation, maintenance and repair shall include Scheduled Maintenance, Tire Service, Fleet Management, Vehicle Recovery Services, and performing Vehicle and Equipment Service Work. 19. The Contractor shall create and maintain all records, reports and written deliverables needed to operate and maintain Base Kodiak facilities, vehicles, equipment, and real property in compliance with this Contract. |
