In accordance with 38 U.S.C. 8127 (Public Law 109-461), this project is a competitive Service-Disabled Veteran - Owned Small Business (SDVOSB) Set-Aside. The contractor will be required to provide all labor, project management, materials, tools, supplies, and equipment as required by drawings and specifications to complete the necessary work for the Primary Care & Outpatient Mental Health Building Minor Construction project. The location of the project is: The Boise VA Medical Center (BVAMC) 500 W. Fort St. BOISE, ID 83702 This project must be completed in accordance with specifications, drawings and supporting attachments included in the solicitation package. NAICS Code: 236220 ($39.5M) The VAAR Construction Magnitude for this project is between $10,000,000 and $20,000,000. NOTE: The cost limitation/budget is approximately $16M. No additional funds will be available for this project. Contractor is required to fill in Unique Entity Identifier in Block No. 14 on Standard Form (SF) 1442. All references in the Specs and Drawings to CLIN shall be replaced with the term Line Item. PLEASE NOTE: The Contractor agrees to attend any Post Award conference convened by the contracting activity or or contract administration in accordance with Federal Acquisition Regulation subpart 42.5. Questions of a technical nature must be provided in writing and shall be submitted by the prospective offerors to Joel McKinney, Contracts Specialist, and Katherine Gibney, Contracting Officer. THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS JANUARY 30, 2023 AT 1:00 PM ET. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Construction of a Primary Care and Outpatient Mental Health Building- Boise VA Medical Center (BVAMC) located at 500 W. Fort St., Boise, ID 83702. The intent of BVAMC project number 531-325 is to construct a new stand-alone multi-story building of approximately 22,300 square feet on the BVAMC campus. The new building will follow VA's Patient Aligned Care Team (PACT) model and will provide additional primary care and mental health care outpatient services to the Veterans in the greater Boise catchment area. Additional common and support spaces for these outpatient services include, but are not limited to, Health Administration, Medical Services, Environmental Management, Facilities Management, Logistics, and Canteen. Work includes, but is not limited to, demolition, site preparation, civil, structural, architectural, mechanical, plumbing, electrical, fire suppression, and fire alarm. The new building shall be fully integrated with existing BVAMC services, site improvements, and utilities. Contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the intent of project number 531-325 in strict accordance with this SOW, contract drawings, and contract specifications. Any and all Work not specifically identified by the contract drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents.
