Description

The City of Rock Island is requesting Statements of Qualifications (SOQ) from construction management firms to provide construction manager as constructor services in connection with the renovation of the Rock Island City Hall is at 1528 3rd Avenue in Rock Island, Illinois. The historic Rock Island City Hall was designed in 1938 by Cervin & Stuhr and constructed in 1940 in downtown Rock Island. The three-story stone-faced building is a fine example of the Art Deco Style with many fine materials and details. Many historic details remain from the curving walls, rift-sawn oak paneling, deep green marble, and the terrazzo floors, including a large multicolored star-shaped design on the first-floor lobby. The City of Rock Island is seeking to renovate several areas between three floors of the building; First Floor ~2,622 SF Renovation A new reception desk right off the main lobby, renovation of the main offices, and upgrading the restroom to meet ADA and become gender neutral. Second Floor ~1,250 SF Renovation Expand and update the Planning & Building Department front desk area Third Floor ~ 3,478 SF Renovation Council Chambers Room, AV/storage room, and restroom remodel The interior renovations will help to create more functionality, integrate technology and security, update the damaged, aged finishes, and improve accessibility while keeping with the historic character of the building. The approximate 7,350 SF remodel project across all three floors is to be completed in one construction phase. Refer to the attachment of the schematic design plans and renderings overview. The architect of record, Streamline Architects of East Moline, IL (Architect.), has completed schematic design drawings and provided cost estimates for the Project in 2023 and is currently working on the Construction Documents. Based on the design and the estimates, the City has set a target Project Budget of $1.5 Million. The CM selected through this RFQ will provide a Guaranteed Maximum Price (GMP) for the Project from which the City will determine the feasibility of moving forward with the current scope and design. If needed, CM will provide recommendations on cost saving measures or reduction of Project scope to keep costs under the target Project Budget.
