Description

Planning Board #23-008: Site Plan Review (Public Hearing required) - The Town of Swanzey requests site plan review for improvements to Richardson Park including construction of a new bathhouse at 60 East Shore Road. This application is subject to RSA 674:54 Government Use of Land. The subject property is shown at Tax Map 45, Lot 15 and is located in the Business District. Upon a finding that the application meets the submission requirements of the Site Plan Review regulations, the Board will vote to accept the application as complete and a public hearing may follow immediately or will be scheduled for a time and date certain. ____________________ The Town of Swanzey (the Town) is soliciting proposals from qualified firms (Contractors) for construction of a new bathhouse at Richardson Park, located at 60 East Shore Rd. The property is gated so mandatory review of the project area must be done by appointment. Summary & Background Richardson Park is a historic building constructed around 1920 and is used seasonally from Memorial Day to Labor Day, primarily for recreational programs sponsored by the Town. The current restroom facilities are inadequate so the proposed project is to construct a standalone bathhouse on the property. The project is solely funded by local funds. The Town and its design team have applied for a standard shoreline permit (File #2023-00059) for the project and it is expected that the permit will be granted as submitted by the middle of February. Contractor will do all work in accordance with approved shoreline permit. The Town anticipates selecting the successful Contractor by March 1st with a notice of award on March 2nd. Work is to be completed upon a schedule mutually agreeable to the Town and the successful Contractor. If an acceptable schedule cannot be agreed to the Town may award the contract to another Contractor. The Town will work with the Contractor to ensure that all permits are obtained and all work will comply with permit requirements. Scope of Work 1. Site work: a. Preparation will be made to ensure that all of the work done on the property will at all times comply with the plans produced by both Michael Petrovick Architects, PPLC and Fieldstone Land Consultants, PLLC as well as all local and State of New Hampshire rules, regulations and laws. b. This project includes a new drilled water well per plan that will supply both the new bath house and the existing structure. c. This project includes a new septic system to serve the new bathhouse only. 2. Bath house: a. Project to be constructed per plans and notes contained as drawn and specified by Michael Petrovick Architect. 3. Project Schedule: a. The project must be completed by Monday, May 29th, 2023. If the Town is unable to select a contactor to meet this schedule the project will be re-bid immediately for fall construction starting after Labor Day. The Town of Swanzey reserves the right to reject any or all proposals or accept the proposal the Town deems to be in its best interest, regardless of the lowest proposal amount. The Town reserves the right to request additional data or information or a presentation in support of written proposals, however the Town may award a contract based on the offers received, without additional submissions. The proposal should be submitted on the most favorable terms, from all aspects, which the contractor can submit. The Town reserves all rights to negotiate with the contractor of its choice based not solely upon cost alone, but on the qualifications and ability of the contractor to perform, consistent with the Town's intent, requirements, time schedule, and funds availability.
