Description | The City of Lynchburg is seeking proposals from highly qualified firms interested in providing engineering design services for replacement of the Bedford Avenue Bridge over Norfolk Southern Railroad. Along with the replacement of the bridge, design services shall also include aesthetic upgrades to both the bridge structure and the approaches along Bedford Avenue, signalization replacement to include pedestrian upgrades, and any needed public and private utility relocations and adjustments. Services will include, but are not limited to: Conduct meetings with appropriate City staff and State/Federal regulatory agencies; recommend to City the types of replacement options; prepare detailed plans and any needed right-of-way or easement plats, specifications and cost estimates using the VDOT cost estimating package; preparation of bid documents; perform easement and right of way acquisition; provide a long term Traffic Control Plan to include closure of Bedford Avenue in the vicinity of the bridge for the duration of construction; obtain approval of design from Norfolk Southern Railway and provide construction phase services to include administration and inspection according to the VDOT LAP requirements. The design shall incorporate hardscaping elements for the bridge, façade improvements, pedestrian circulation for sidewalks on both sides of the structure, street lighting within the limits of disturbance and coordinated to align with the proposed Streetscaping project along Bedford Avenue. This project will require Railroad coordination on a very active railway, to include acquiring all permits needed for design and survey services. Consideration shall be given to constructability issues of this project regarding the site accessibility, protection of railroad facilities and maintenance and accommodation for railroad traffic at all times during construction. The project shall include any required relocation of the existing transmission lines from the electrical substation that abuts the railroad property as well. The existing Bedford Avenue bridge was constructed in 1908 by the Railroad and consists of a single span, cast in place concrete slab with embedded steel I-beams. The bridge is functionally obsolete and has an overall condition rating of poor. In addition to its age and condition, the structure does not meet the horizontal and vertical clearance standards for the railroad underpass which shall be addressed in the design. No major repairs or rehabilitation work has been performed on the bridge in the past. This project is funded with “State of Good Repair” funding that necessitates DBE percentages to be met and requires approval by VDOT. ANY AND ALL ADDENDA WILL ONLY BE POSTED TO THE CITY'S WEBSITE. |
