Description

The Kennebec Water District (KWD) hereby invites qualified Contractors to submit sealed Bids for the construction of the Pleasant Street Area Water Main Improvements project. The project includes replacement of the existing water mains, fire hydrants and all service lines on Pleasant Street, Pleasant Place and Center Street between Pleasant Street and Pleasant Place in Waterville, Maine. The Contractor shall provide all materials, equipment and services inherent to and required for the completion of the Work. This Work and all associated Work shall be completed in accordance with the Project's Drawings and Specifications. Bids will be received for a single prime contract. Pay items shall be based on a lump sum and unit price basis as indicated in the Bid Form. Each Bidder is required to state in the Bid their name, business name and place of residence, the names of all persons or parties with interest as principals in the business, that the Bid is made without connection with any other Bidder making any Bid for the same Work, and that no person acting for or employed by the Kennebec Water District is directly or indirectly interested in any portion of the proposal or profit from award of a contract. The Work shall be substantially completed within 203 Calendar Days after the date when the Contract Times commence as described in paragraph 4.01 of the General Conditions and completed and ready for final payment as described in paragraph 15.06 of the General Conditions within 233 Calendar Days after the date when then Contract Times commence. Any Bidder may withdraw their Bid prior to the scheduled time for the opening of Bids upon presentation to the General Manager of a written request. Any Bidder who withdraws their bid within thirty (30) days after the actual opening thereof shall be considered to have abandoned the proposal and the Bid Security accompanying the Bid shall be forfeited to KWD. Any Bid received after the scheduled opening time for any reason shall not be considered. No Bid will be considered unless it is accompanied by a Bid Security in the form of a bid bond or certified check in the amount of five percent (5%) of the total Bid price made out in the favor of the Kennebec Water District. All Bid Securities will be released upon deliverance of a signed contract, or if no contract award is made, within forty-five (45) days after the opening of the Bids. The contract must be signed within ten (10) working days after the notification to the Bidder by the General Manager of acceptance of the Bid and the readiness of the contract to be signed. If the Bidder fails or neglects, after such notification, to execute the contract, the Board of Trustees may determine that the Bid has been abandoned; and, in such case, the Bid Security accompanying the Bid will be forfeited to KWD. A Performance Bond and a Labor and Material Payment Bond in an amount equal to the total contract shall be required of the successful Bidder to insure the completion of the Work and fulfillment of the conditions of the contract. The total contract price shall mean the total Bid price as stated in the Bid based on the estimated quantities of the various items of work. The Bidder shall obtain such construction insurance (e.g. fire and extended coverage, workers' compensation, public liability and property damage, and "all work" builders risk) as is customary and appropriate. The limits shall exceed the amounts specified in the supplemental specifications. A certificate of insurance shall be presented to KWD on or before contract signing. This project is expected to be funded in part by the Maine Drinking Water State Revolving Loan Fund (DWSRF), which is funded in part by a grant to the State of Maine from the U.S. Environmental Protection Agency (EPA). Consequently, it is necessary the Contractor to comply with all rules and guidelines as described in the DWSRF Supplemental General Conditions included in the Specifications. This project is required to meet all American Iron and Steel requirements and Davis-Bacon wage rate requirements for "Heavy" construction. The design of this project was completed by the owner's in-house design professional.
