The Owner reserves the right to waive any informality or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and prevailing wage rates to be paid under the contract. The Owner is exempt from the payment of sales and compensating use taxes of the State of New York and of cities and counties on all materials, equipment and supplies sold to the Owner pursuant to this Contract. Also exempt from such taxes are purchases by the Contractor and his Subcontractors of materials. equipment, and supplies to be sold to the Owner pursuant to this Contract, including tangible personal property to be incorporated in any structure, building, or other real property forming part of the Project. These taxes are not to be included in the Bid. Funding for this project comes in part through an Environmental Protection Fund grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). Under Article 15A, Executive Law, the State of New York is committed to providing Minority and Women Owned Business (MWBE) equal opportunity to participate in government contracts. The following goals have been set for this project: 13% Minority Business Enterprise (MBE) and 17% Women-owned Business Enterprise (WBE). The successful bidder may be required to furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract. No bidder way withdraw his bid within 45 days after the actual date of opening thereof. Every request for such interpretation or information shall be by email and sent to Renee Jensen at rjensen@auburnny.gov. All Requests for Information (RFI) must be received by 11:00 am, 6 working days prior to the date fixed for the opening of bids to be given consideration The scope of this project shall include all improvements necessary to complete a cast-in-place concrete skatepark per the plans and specifications of this project. Improvements shall include clearing and grubbing, selective demolition; underground drainage, mass excavation (including all cut and fill required), final grading/shaping of subgrade; placement and compaction of aggregate base; concrete formwork and formwork removal; fabrication & installation of steel coping, edging, and skate rails; installation of reinforcing steel; installation of pre cast concrete pool coping blocks; placement, finishing, and curing of all shotcrete and concrete features and flatwork; installation of asphalt path; and landscape/site restoration. The project will be bid as Phase 1 Skatepark being the Base Bid, Phase Skatepark being bid as Add Alternate 1, and the Asphalt Sidewalk being bid as Add Alternate 2. All associated work for each of these items shall be included in bid schedule pricing. Careful attention to the Bidder Qualification Requirements is strongly recommended.
