No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract. All steel products must meet the requirements of ODOT CMS 106.09. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The Project and Work for the Project consists of all labor, materials, equipment, and services necessary for City of Massillon 2023 Amherst and Lake NE Intersection Improvement (the "Project"), all in accordance with the Drawings and Specifications prepared by the Design Professional.
