Description

Logan Warehouse Asbestos Abatement and Repair Project Uinta-Wasatch-Cache National Forest 0001 Logan Warehouse Asbestos Abatement and Repair Project Delivery: 90 Days After Notice to Proceed SCOPE OF CONTRACT This project includes all labor, materials and equipment to abate asbestos containing materials and repair the warehouse finishes after abatement. The Warehouse is owned by the Uinta Wasatch, Cache National Forest. Construction work includes the following: Remove cork ceiling tiles/ insulation and abatement of asbestos containing mastic. Abate asbestos containing flooring, mastic and base. Abate existing loose fill vermiculite insulation above storage and toilet rooms. Clean and stain the existing wood ceiling decking in bays shown on the plans. Install new vinyl sheet flooring and base as shown in the plans. Clean and repaint interior walls of 2 bathrooms and 2 storage/ work areas as shown on the plans C.2 PROJECT LOCATON The work will be conducted at the Forest Service work compound in Logan, Utah at an existing Forest Service owned warehouse on the Logan Ranger District in Cache County, Utah. The site is located at 750 W 200 S, Logan, UT. C.3 MAGNITUDE OF CONSTRUCTION PROJECT The estimated dollar value of the project is between $25,000 and $100,000. C.4 START DATE It is estimated that the work will begin August 2022. C.5 SITE INFORMATION AND LIMITATIONS The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items: 1. The construction site will be open during construction. The Contractor will be responsible for signing and limiting access to materials and construction areas for the public. 2. Use of Site: Verify locations for materials storage and construction with COR. Do not disturb portions of site beyond areas in which the COR specifies. 3. There is electrical service available for use at the site. 4. Water is available at the site for construction purposes. 5. The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work. 6. Construction Hours - Hours of operation for the construction, demolition, excavation and subsequent cleanup shall be only between the hours between 7:00 a.m. and 7:00 p.m. Monday through Friday TEMPORARY ACCESS Parking: Use designated areas for construction personnel or as approved by the Contracting Officer. All other parking is prohibited. C.7 WASTE MANAGEMENT AND DISPOSAL Waste Management Plan: Submit 2 copies of plan within 14 days of date established for the Notice to Proceed. Solicitation No: 1240LT22Q0115 Logan Warehouse Asbestos Abatement and Repair Project Uinta-Wasatch-Cache National Forest Page 4 The Contractor shall provide and maintain appropriate waste disposal containers or bins at the project site for the duration of the project construction. Verify with Contracting Officer's Representative for placement of disposal containers and bins on the project site. Waste material and debris shall be picked up and deposited in the waste disposal bins on a daily basis. Containers must be emptied on a weekly basis unless more frequent empting is needed. Construction materials and debris shall not be allowed to become airborne or migrate into adjacent properties. Burning or burying of construction waste material on site will not be permitted. Material shall be disposed of in accordance with the Waste Material Disposal specification. PRE-BID/ PRE-PROPOSAL CONFERENCE (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1442 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.
