Description

**As of May 8,2023, project was awarded, start date is August of this year** Work will be that associated with the removal of existing concrete aprons followed by the construction of new aprons. Also included is the installation of new storm pipe. There will be two separate bid packages, one for an asphalt apron option and a second for a concrete apron option, and contractors may choose to submit for one or both. A.I.P. NO. 3-28-0020-070-2023 All work will be accomplished in accordance with current FAA design requirements, or local county regulation, whichever is more stringent. The award of the contract will be based on the lowest qualified bid proposal for the option that best maximizes the Owners available funding. The Owner prefers Option 2 (Concrete Option). All work performed shall be in exact accordance with the Construction Plans, Technical Specifications, Proposals and Special Provisions, under the direct supervision and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi as a licensed general contractor capable of performing the required work. No contract shall be issued or awarded to any contractor who does not have a current certificate of responsibility issued by the State of Mississippi in effect on the date of the bid opening. Non-resident contractors bidding on this project shall be required to have their Mississippi registration complete and a current certificate of responsibility number issued by the State of Mississippi in effect on the day of the bid opening. Any bid submitted in violation of this requirement shall be rejected. Each Bidder must deposit with his proposal, a Bid Bond or Certified Check in an amount equal to five percent (5%) of his bid, payable to the Golden Triangle Regional Airport, as bid security. The successful bidder will be required to furnish a Payment Bond and Performance Bond each in the amount of one hundred percent (100%) of the contract amount. The proposed project work is expected to be within the secured perimeter of the airfield; therefore, FAA guidelines for work in Airport Operational Areas and in secured airfield areas will apply to this project. Public safety is of utmost concern and the contractor shall be familiar with traffic control in work zones where public interface will occur. Temporary signage, barricades, markings, etc. will comply with guidelines set forth in the federal Manual of Uniform Traffic Control Devices, latest edition. Any questions that bidders might have should be directed to the airports engineering consultant, Neel- Schaffer, Inc., Birmingham, Alabama, to the attention of Joshua Stump, project engineer. The engineer will receive questions related to this project until 2:00 p.m. on April 10, 2023, after which additional questions will continue to be accepted, but without guarantee it/they will be answered before bid opening. Bidders attention is invited to Section 100 of the General Conditions and its referenced FAA materials relative to Pre-award, Equal Employment Opportunity, and Requirements of Non-segregated Facilities. The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. The Golden Triangle Regional Airport hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and womens business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Bids must be submitted on the Standard Form of Bid Proposal and the successful bidder will be required to execute the Standard Form of Contract and Agreement. The Bidder shall guarantee to hold his bid(s) good and may not withdraw his bid(s) for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. The Authority reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the Airport Authority. Bid-Results:- 1.
