RFQ Contractor - Solid Waste Construction Contractors for Class I Phase V Cell and associated Access Roads for the St. Lucie County Solid Waste & Baling Facility

The purpose of this proposal is to establish a contract(s), by means of a Request for Qualifications with licensed and insured solid waste construction contractors to provide services that shall include but not be limited to construction of the Class I Phase V cell and associated access roads located at the St. Lucie County Baling and Recycling. The proposed Phase V cell will be approximately 21 acres in size. The design will include the Phase V bottom liner system, leachate conveyance, and stormwater management facilities. Cell liner to tie into existing Phase IIIB and Phase IV A berms and liner systems. Phase V will be located immediately to the west of the existing Class I Landfill Phase IV A. The construction will include but not be limited to additional surveys as needed, dewatering, fill, leveling, clay barrier as needed, bottom liner system placement, leachate collection system construction, stormwater management facilities, and first layer sand. Construction will also include the capping/dismantling of existing leachate collection systems and relocation of existing utilities, and road(s) as necessary. This will be a phased approach to construction; additional surveys as needed, dewatering, fill, leveling, and relocation of existing utilities will occur in parallel with Cell V design and permitting.
