BIDS SHALL BE SUBMITTED IN A SEALED ENVELOPE ENTITLED: RFB -260 CITY HALL CLOCK TOWER RESTORATION CITY OF ELMIRA EACH BID SHALL BE ACCOMPANIED BY A DEPOSIT IN THE AMOUNT OF: Five Percent (5%) of the Total Gross Sum Bid in the form of a Bid Bond. Cash will not be accepted as a deposit. Bid deposits of all unsuccessful bidders shall be returned promptly upon execution of the contract with the successful bidder. This project has a 5% DBE participation requirement; we also encourage W-MBE participation. Funding for this project comes in part through an Environmental Protection Fund grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). Under Article 15A, Executive Law, the State of New York is committed to providing Minority and Women Owned Business (MWBE) equal opportunity to participate in government contracts. The following goals have been set for this project: 13% Minority Business Enterprise (MBE) and 17% Women-owned Business Enterprise (WBE).
