Description

The City of Garfield, 111 Outwater Lane, Garfield, NJ 07026 and all work incidental thereto as indicated in and in accordance with the project documents. Sealed proposals will also be accepted by mail if they are addressed to Ms. Erin Delaney, MPA, RMC, City Manager/City Clerk of the City of Garfield at 111 Outwater Lane, City of Garfield, New Jersey 07026, and clearly indicate that a bid is enclosed for this particular project, the time and date of the receipt of bids, and bear the name and address of the party submitting the proposal. All proposals submitted by mail must be received at the place by or before the date and hour named above. Bids will not be accepted after the designated time. Sealed bids for the project shall be submitted as a single prime contract. The bidding documents have been prepared by the Dan Dressel, Architect, whose office is located at 19 Edstan Drive, Moonachie, NJ 07074, Telephone 201.370.6293. Said bidding documents including proposal forms may be examined and obtained during the bid period commencing Thursday, September 14, 2023, by submitting an emailed request to Dan Dressel at Ddarchitects@aol.com. Bidders must email their request at least twenty-four (24) hours or one (1) business day in advance to obtain the bid documents. Documents will not be mailed. Electronic copies of bid documents, in pdf format, may be purchased for $50.00 via Venmo or Zelle using telephone number 201-370-6293. Bids must be submitted in duplicate and enclosed in sealed envelopes, bearing the name and address of the bidder, the name of the project, the time and date designated for the receipt of bids, addressed to Ms. Erin Delaney, MPA, RMC, City Manager/City Clerk , 111 Outwater Lane, City of Garfield, New Jersey 07026, and must be accompanied by a Statement of Ownership, Non-Collusion Affidavit and a Cashier's check, Certified Check or Bid Bond for not less than ten percent (10%) of the bid amount, provided said check need not be more than $20,000 and submitted with bid at the place on the hour named above. Bids must be accompanied by consent of Surety. The successful bidder will be required to furnish an acceptable Performance and Labor and Material Bond for the full amount of the project. Bids shall be made on The Proposal Form and the Non-Collusion Affidavit included in the project specifications, copies of which will be furnished on application to the Chief Executive Officer of the Boys & Girls Club of Lodi. The Surety Company for the bid bond (if applicable) and the surety company for the performance and payment of bonds must be licensed in the State of New Jersey, approved by the Federal Treasury and listed in the most recent Circular No. 570. Pursuant to N.J.A.C. 17:19 et seq., in order to submit a bid for the Project, Bidders must be authorized to do business in New Jersey. Any Bidder which is a corporation not chartered under the laws of the State of New Jersey, must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey. Bidders must be registered with the Department of Labor and are required to comply with the requirements of Public Law 1999, c. 288, "The Public Works Contractor Registration Act", which became effective on April 11, 2000. As a requirement of the grant funding source, This project is being funded by U.S. Department of Housing and Urban Development (HUD) Funding. Bidders are required to comply with Section 3 of the Housing and Urban Development Act of 1968 [12 U.S.C. 1701u and 24 CFR Part 135] which represents HUD's policy for providing preference for new employment, training, and contracting opportunities created from the usage of covered HUD funds to low- and very lowincome residents of the community where certain funds are spent (regardless of race or gender), and the businesses that substantially employ these persons. Bidders are required to comply with the New Jersey Prevailing Wage (Davis/Bacon) Act, N.J.S.A. 34:11-56.48 et. seq., and pay all workmen and/or subcontractors performing services in connection with the project not less than the prevailing rate of wages as determined by the State Department of Labor and industry, whereby said prevailing rate of wages shall be determined by the Secretary of Labor in accordance with the Davis/Bacon Act, as amended, or the New Jersey Prevailing Wage law of 1963, Chapter 150 (N.J.S.A. 34:11-56.25 et seq.), whichever rates are higher. Bidders are required to comply with the requirements of P.L. 1975, C.127, Affirmative Action and P.L. 1977, C. 33, Statement of Ownership. The owner reserves the right to waive any informality in any bid or bids, and to reject any or all bids and to accept such bid or bids and to make such award(s) as may be in the best interest of the Owner.
