Description | The Tarrant Regional Water District (TRWD) is issuing this Request for Proposals (RFP) for an Operator to install and manage the ongoing operation of a seasonal, temporary Ice Skating Rink at Coyote Drive In from November 18, 2022 - January 16, 2023. Project Description: The temporary ice rink will be located under a 50' x 80'pavilion at Coyote Drive In. The Coyote Drive-in - a modern drive-in movie theater and popular Fort Worth destination. (See Exhibit A) All food and beverage concessions will be provided by Coyote Drive-in theatre. In return, Coyote Theater will provide use of parking and restroom facilities and offer regular business hours consistent with the hours of the ice skating rink. Coyote Drive In is located in the heart of Panther Island - a future mixed use waterfront development area on the northern edge of downtown Fort Worth, Texas. Decription of Service: The selected Operator will install a 44x 90 ice skating rink including refrigeration, rental skates, a modular hand rail system, needed storage and REMOVAL of all of the equipment associated with the Ice Rink upon closure of the season. The Operator will also provide management services throughout the term of the season. TRWD will pay a flat rate for the infrastructure and turnkey operations described in the scope of work section of the RFP. TRWD will in turn provide a suitable location and utilities and receive 100% of the revenues from the skate rentals and will retain all marketing and advertising rights and revenues. Scope of Work: Operator must provide the following A 44 x 90 high flow, portable cooling grid Portable air cooled chiller package and necessary pumps and hoses Glycol secondary coolant charge Extruded foam insulation and vapor barriers under ice surface if needed Modular hand rail system Brilliant white, painted ice surface Ability to apply sponsor logos on ice before ice is formed All necessary Ice rink maintenance equipment 300 rental skates (good condition) in racks Skate changing deck area with rubber floor covering (up to 1,000ft) Engineer for set and strike Refrigeration techs on 24 hour call during event Transportation and freight to and from ice rink site All equipment and amenities installed and ready for test of equipment and facilities forty-eight (48) hours in advance of opening Management and Day-to Day Operation: Operator will provide for professional, experienced, on-site management, staffing to include qualified ticket sales representative(s), skate rental attendant(s), safety monitor(s), and maintenance personnel to be on-site during entire term of the permit. Includes On-site manager to operate the ice rink on a daily basis Cash register and credit card equipment Maintain accurate and timely records of all cash handling, ticket sales, and skate rentals Daily and Monthly Reports need to be customized to TRWDs needs Operator should make cash deposits into their own account and must pay TRWD on a bi-monthly basis 100% of the revenues with reports and back-up documentation Coordination of group sales and special events, if required by TRWD Maintain timely and good working relation with all TRWD staff involved with the ice rink All human resource functions for ice rink-specific personnel, payroll and taxation functions, workmans compensation insurance, and fingerprint and/or background checks on staff. Etc. The successful operator shall attend, at a minimum a project kick-off meeting and meetings necessary during the duration of the contract. Prospective offerors must register with the Procurement Website as a plan holder, even if proposal documents are obtained from a plan room or other site. All official notifications, addenda, and other documents will be offered only through the Procurement Website. Proposal forms obtained from any source other than the District may be incomplete and offerors risk not receiving necessary addenda, or other required documents causing the submittal to be considered non-responsive, and eliminating the submittal from an award. The District will not be responsible for the completeness, accuracy, or timeliness of the final proposal documents obtained from other sources. Questions are to be submitted using the Question and Answer process on the Procurement Website. Response to questions posted on the Procurement Website will be posted on the website by the District for the benefit of all bidders. A response will be given to questions submitted by end of the day on August 8, 2022. |
