Description

detailed Request for Proposals and specifications: Solid Waste Collection and Disposal In order to be considered, a proposal must be sealed, and have clearly written on the face of the envelope the following: "SEALED PROPOSAL ENCLOSED FOR GULFPORT - BILOXI REGIONAL AIRPORT AUTHORITY SOLID WASTE COLLECTION & DISPOSL All bidders shall be required to comply with all local, state, and federal laws and regulations applicable. The Gulfport-Biloxi Regional Airport Authority will receive proposals from firms having specific experience and qualification in the area identified in the solicitation. For consideration, proposals for the projects must contain evidence of the firm's responsibility, experience, and abilities in the specified area and other disciplines directly related to the proposed service. As provided in further detail in the Request for Proposal, factors to be considered in awarding this contract include, but are not limited to the price; proposer's ability to provide the required services as reflected/evidenced by qualifications, experience, references, etc. (responsibility); the personnel, equipment, facilities, and financial resources to perform the services currently available or demonstrated to be made available at the time of contracting; the degree of completeness of response to the specific requirements of the solicitation and overall understanding of the project and its objectives (responsiveness); the overall quality of the proposed plan for performing the required services. Proposals will be awarded within 30 days of the proposal opening date. The Gulfport-Biloxi Regional Airport Authority also reserves the right to inspect all equipment and materials offered by the bidder and to reject any proposal that does not meet the specifications or comply with the invitation for proposals. Upon acceptance of a proposal, the Airport Authority will execute a mutually agreeable contract to provide solid waste collection and disposal. A copy of the RFP and proposal response will be an exhibit to that contract. The Airport Authority also reserves the right to waive any and all formality in the best interest of the Gulfport-Biloxi Regional Airport Authority. The Gulfport-Biloxi Regional Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, colour, or national origin in consideration of an award.
