Magnitude of Construction: Between $1,000,000 and $2,000,000. All questions are due no later than 10AM (time) on May 27, 2022. Please submit questions via email to mark.griffin2@va.gov. STATEMENT OF WORK Project Number 558-20-111 The Department of Veterans Affairs currently has the need to replace the outdated 15KV lines 1&2 from existing manhole 5 to manhole 8, manhole 8 to the switch serving building 7, manhole 10 to manhole 11, manhole 11 to existing transformers at building 8 and adjacent. The contractor will replace from manhole 11 to building 33 (garage b). The contractor will replace feeders in manhole 9 to manhole 13, manhole 13 to manhole 14, manhole 13 to manhole to manhole 15, from manhole 15 to the medium voltage switches. The need to replace outdated medium voltage 15KV lines alternate and primary from building 20 to manhole 6 to the exterior medium voltage switchgear, manhole 6 to manhole 7 and manhole 7 to building 9 medium voltage switchgear. Each medium voltage line consists of 3 conductors and 1 ground. The contractor will provide a redundant line using the existing spare conduit from manhole 10 to the transformer of building 26. The contractor will provide underground conduit, a dead break and connection of line 2 in manhole 11 to the existing switch at building 33. The contractor will provide a medium voltage switch to house both line one and line 2 with kirk key interlocks for both garages. The contractor will extend medium switch pad and transformer with 4000 psi concrete to match existing height. This location is at the Durham Veterans Affairs Health Care System (VAHCS), 508 Fulton St, Durham, NC 27705 in accordance with the terms and conditions herein. Period of Performance: The expected period of performance is 150 days after NTP. 1. STATEMENT OF WORK: The contractor shall furnish all labor, material, equipment, parts, testing, supervision, and quality control necessary to replace the existing outdated 15KV lines 1&2, primary and alternate at the Durham VA Health Care System. This also includes all cable between 10 - 25 years of age and old original in need of replacement per the drawings. a. Trace, Cut, Remove, Dispose and Replace the existing 15KV lines 1&2 and Primary and Alternate in all manholes identified on the drawings for replacement. Those manholes are 5, 6, 7, 8, 10, 11, 13, 14 and 15. Each line consists of at least 4 cables. Contractor to field verify. b. Install dead break elbows, junctions, and or load breaks in manholes 5, 6, 7, 8, 10, 11, 13, 14, and 15, transformer tie in and switchgear tie ins in building 9 and 18. c. Install stress cones for all medium voltage switch connections. d. Install 15KV splices form manholes 5, 6, 7, 8, 10, 11, 13, 14, and 15 when necessary. e. Test all new 15KV cables per NFPA 70 requirements and specifications. f. De-water, setup, break down manhole entry equipment (confined space requirements) g. Rack and fire tape all new cables h. All work shall be performed according to the sow, attached specifications, drawings, and local, federal, and state guidelines. i. Provide, Install and Remove all OSHA required confined space safety equipment. j. All work shall be performed by Qualified and Licensed Electricians per VA specifications. k. The contractor is required to investigate site using GPR, calling 811, and to verify site utility plans prior to boring for new conduit. Hand excavation may be required where necessary at the discretion of the Chief of Engineering. Hours of Operation: Services shall be performed during weekend hours, Saturday and Sunday starting at 7:30am until 4:00pm, excluding Federal holidays, and any other day specifically declared by the President of the United States. Federal holidays are available at the Federal Holiday OPM Site. For working outside the hours as defined in this contract, the vendor shall give 3-day notice to the Contracting Officer Representative so that arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. All work to be coordinated around an operational medical center as to minimize impact to patient care. *The value for this project is based on a financial range.
