Description

Scope of Work: The City of Lawton is seeking proposals to perform SCADA improve- ments to the Lawton Water System across three main ar- eas. The main items of work are identified below. 1. Water Distribution System o Replacement of 170MHz telemetry system with a new 5.8GHz point to point and point to multipoint network o Replacement of existing RTU control panels (PLC pro- gramming by Others) o Installation of new online water quality monitoring instrumentation, including chlorine and ammonia an- alyzers o Installation of new intru- sion detection for doors o New SCADA HMI graphic screens (HMI screen devel- opment by Others) 2. Southeast Water Treat- ment Plant (SEWTP) o Replacement of SCADA HMI hardware and software o SCADA HMI remote access functionality o Replacement of obsolete PLC hardware at select con- trol panels o Replacement of network switches in select control panels o Installation of SCADA sys- tem wireless access points for wireless SCADA HMI ac- cess through tablet devices o Migrate ControlNet net- works to Ethernet networks o OEM upgrades to the con- trol system for the Ozone Dis- infection System to replace obsolete hardware o OEM upgrades to the control system for the Super Pulsator Clarifier to replace obsolete hardware 3. Medicine Park Water Treat- ment Plant (MPWTP) o Replacement of SCADA o Replacement of SCADA HMI hardware and software o SCADA HMI remote access functionality o Replacement of obsolete PLC hardware at select con- trol panels o Replacement of network switches in select control panels o Installation of SCADA sys- tem wireless access points for wireless SCADA HMI ac- cess through tablet devices o Migrate ControlNet net- works to Ethernet networks o OEM upgrades to the con- trol system for the Ozone Dis- infection System to replace obsolete hardware 4. Service and Support o For the duration of the contract period, utilize the Owner's existing Electrical Instrumentation and Con- trol Services contractor to perform services related to project sup-port including but not limited to: submittal review, shop drawing review, witness of factory accep- tance testing, and partic- ipation in site acceptance testing and startup. Bids shall be made in accordance and fully comply with Solicitation for Bids Requirements for Bidders Bidder's Proposal Re-quest for Proposal and other bidding docu- ments on file and available for examination at the Office of the City Clerk in City Hall. These documents are made a part of this notice as though fully set forth herein. Bids shall be made in ac- cordance with the prevailing hourly rate of wages for this locality and project as de- termined by the Commission of Labor and filed with the Secretary of State, a copy of which is on file with the City Clerk, in accordance with the provisions of 40 Oklahoma Statute 1971, 197.1-17, which prevailing hourly rate of wages is made a part of this solicitation by reference as though fully set forth herein. A cashier's check, a certi- fied check, or a surety bond in the amount of five percent (5%) of the bid shall accom- pany the sealed proposal of each bidder. Such deposits will be re-turned to the un- successful bidders. Deposits will be returned to success- ful bidder upon execution of contract documents. Bids received more than ninety-six (96) hours before the time set for opening of bids, (excluding Saturdays, Sundays, and holidays), and bids received after the time set for opening of bids will not be considered and will be returned unopened. Bids timely filed with the City Clerk shall be publicly opened and read aloud at the time and location speci- fied as bids above. No bidder may withdraw a bid within sixty (60) days after the actu- al date of the opening there- of. Within sixty (60) days from the bid opening date, the successful bidder shall execute a written contract embodying all pro-visions of the bidding documents. Estimated Cost Range of Project: From: $2,500,000 To: $3,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The City Council of the City of Lawton reserves the right to reject any or all bids. liquidated damages, for each milestone, the sum of One Thousand Dollars and 00/100 ($1,000.00) for each consecutive calendar day
