Description

CDBG Activity 215 and 224, Street Improvement. This project involves the rehabilitation of existing street and related infrastructure Improvements. All work will include, but not be limited to the following: Removal of existing asphalt concrete by milling where indicated. Full depth pavement repair using hot-mix asphalt concrete where indicated. Cleaning, tacking and paving streets with asphalt concrete, as per specifications. Adjusting to grade valve boxes and manholes and replacement of catch basins, as specified. Concrete sidewalk repairs, as specified and the installation of ADA curb ramps, as specified. The City of Steubenville reserves the right to reject any and/or all bids or to waive informalities in the bidding. The Contract will be awarded to the lowest and/ or best qualified Bidder. All questions prior to the Bid Date shall be directed by e-mail to: Michael Dolak, P.E., City Engineer E-mail: mdolak@cityofsteubenville.us The following street included in the contract: Base Bid PITTSBURGH STREET from Ridge Avenue to Arlington Avenue A satisfactory bid bond, a certified check, or bank draft drawn on a financial institution authorized to conduct business in the State of Ohio (either Federal or State Charter lending institution) made payable to the City of Steubenville in the sum of ten percent (10%) of the bid shall accompany the bid as a guarantee that if the bid is accepted, a contract will be entered into and its performance properly secured. The successful bidder will be required to furnish Certificate of Liability Insurance, Certificate of Workers Compensation Insurance, and combined Performance Bond and Labor/Materials Payment Bond of 100% of the contract amount. The contractor shall be ODOT Pre-qualified for types of work he is performing with his own forces (not subcontracting) for items that total a minimum of 30% of the awarded contract amount. The Pre-qualification status must be in force at the time of bid, time of award and through the life of the contract. Attention is called to the fact that no less than the minimum salaries, wages and benefits set forth in the Project Manual must be paid on this project, and that the Contractor must insure that employees and applicants for employment are not discriminated against because of their race, color, creed, sex or national origin. Each bidder must submit a written Affirmative Action Program with his or her bid. The Affirmative Action Program must include fourteen percent (14%) minority workers of the total work force. In addition, the Minority/Women s Business Enterprise Program of the City of Steubenville requires that at least fourteen percent (14%) of the total cost of the project will be allocated to MBE/WBE contractors and subcontractors, or for the purchase of materials from MBE/WBE suppliers. The Contract for the above construction will be financed with Federal Funds provided through the Community Development Block Grant (CDBG) Program administered by the U.S. Department of Housing and Urban Development (HUD). Federal Funds have been budgeted for this project. Completion date to be Friday, June 23, 2023.
