Description | General work description: Request for Industry Feedback for Construction Management Services. Questions Submission Deadline:December 23, 2022, 2:00pm The purpose of this Request for Industry Feedback ("RFIF") is to gather information regarding interest from qualified firms to provide Construction Management services ("CM Services") for the San Francisco Bay Area Rapid Transit ("BART") Silicon Valley Phase II Extension ("BSVII" or "Project"). The information obtained pursuant to this RFIF will be considered by The Santa Clara Valley Transportation Authority ("VTA") in advancing the Project, and may be reflected in subsequent procurement documents, including but not limited to the Request for Proposals ("RFP"). It is expected that the scope of the CM Services Contract will include, but not limited to, the following: - Overall construction management through BSVII Project closeout. - Review and approval of submittals. - Construction quality management. - Contract and change order administration. - Construction document control. - Manage Non-Conformance Reports ("NCRs"). - Review and approval of contractor progress payments according to agency invoice process. - Construction cost and schedule performance and progress control activities. - Risk management and mitigation. - Construction claims management and dispute resolution. - Construction interface and integration management. - Environmental compliance monitoring activities, and construction impact coordination. - Internal and external reporting pertaining to job status, and assistance with developing and updating BSVII plans and procedures. - Support community involvement and public outreach including BSVII External Affairs Team. - General permits assistance. - Oversee and monitor BSVII Contractor activities related to third-party agreements (utilities, right of way, railroad, etc.) and Real Estate appraisals and acquisitions. - Supervision of coordination with affected utilities, railroads, and transit operations. - Final acceptance in preparation of transfer of facilities to stakeholders. - Monitoring advanced utility relocations. - Organize and participate in partnering sessions with the contractors. - As directed by VTA, provide construction management on concurrent related BSVII construction contracts. - Provide full oversight and work with contractors' and subcontractors' health and safety representatives in the evaluation, development, implementation, reporting and monitoring of the Site-Specific Health and Safety Program parameters for the Project in support of VTA's Enterprise Risk Management and its Owner Controlled Insurance Program ("OCIP") Administrator, for all established safety goals and objectives. - Provide day-to-day oversight at the Project offices for the VTA-administered Injury and Illness Prevention Program. - Oversee the contractors and ensure that they are operating in a safe manner, and within the bounds of the BSVII Construction Health and Safety Manual and the Project specifications. The method of contractor selection has not been determined at this time. |
