Description

Deadline for Questions: February 16, 2023 @ 3:00 p.m. The Town of North Attleborough will accept proposals from qualified parties for providing the following services from paid residential service recipients: curbside solid waste collection, transportation, and disposal; curbside recyclables collection, transportation, and processing; curbside collection, transportation and disposal of bulky waste; and collection, transportation and disposal/processing of solid waste and recyclables from municipal buildings and schools, rental of containers and compactors for Transfer Station, and Transfer Station transportation and disposal of solid waste and recyclable materials. This RFP requests completion and submittal of Technical Proposals and Price Proposals as described within this RFP package. All proposals submitted in response to this RFP shall conform to the information, requirements, procedures, and instructions provided. The completed proposal and all other documents associated with this submittal (except the Price Proposal), shall be securely sealed in an envelope labeled "Technical Proposal for Curbside Collection Contract." CONTRACTORs are required to submit one (1) original unbound proposal, three (3) copies, and one (1) electronic copy on thumb drive. Price Proposals should be submitted in a separate, sealed envelope labeled "Price Proposal for Curbside Collection Contract." All proposals and bid bonds must be valid for a period of 120 days from the submittal deadline date not including Saturdays, Sundays and Holidays. The contract between the Town and the selected CONTRACTOR will include Contract Signature Sheets, Price Sheets, Certificate of Insurance, Non-Collusion Statement, Certificate of Tax Compliance, and Performance Bond. The Contract to be entered into in response to the proposal shall be for a period of three (3) years beginning July 1, 2023 and ending June 30, 2026. If Town Council votes to enter into a Contract for a period longer than three years, the Town, at its sole option, may extend the contract for an additional two-year term, subject to annual appropriation. The contract price for the extension period is set forth in Section VI, Compensation, G. Annual Adjustment.
