Description | Project Description: This project is directed to the relocation of 5 Medium voltage three phase circuits from the St. Johns substation located at the corner of 10th and Mason Streets in Springfield, IL. These circuits emanate from Primary Switches PS-4ON, PS-27, PS-26. PS-25 and PS-41 N. Three of these circuits are rated at 4160 Volts and 2 of the circuits are rated at 12,470 Volts. The circuits route through an existing Manhole C that is within the new railroad right away for the construction of the Springfield Rail Improvements Project. The circuits will be intercepted at the existing Manhole A and routed beneath railroad right-of-way via a jacked steel casing pipe to a new Manhole C2 and will finally reconnect to the existing circuits in the Existing Manhole D. A phasing and switching plan developed by HSHS St Johns Hospital and their engineering representatives from Berners Schober Associates shall be followed. The intention of that plan is to allow the services to be disconnected and re-connected one at a time and in such a way that power to the hospital campus will be maintained during the cutover. The cutover connections may only take place during cooler weather, temperatures 45 degrees F or less, because at these temperatures the electrical demand of the hospital is at a reduced level. General construction includes: permanent fencing and aggregate surfacing at the switch yard, temporary security fencing, duct bank construction including excavation, excavation bracing, backfill and surface restoration. Temporary traffic control for the existing medical office building parking lot is also included. Work by others is limited to the jack and bore casing pipe designed to AREMA standards for installation of a steel casing within the railroad right-of-way. The work of this project will be procured by HSHS St. Johns Hospital under an agreement with the City of Springfield, Illinois titled AGREEMENT FOR CONSTRUCTION OF ELECTRICAL FACITLITY BETWEEN THE CITY OF SPRINGFIELD AND ST. JOHNS HOSPITAL OF THE HOSPITAL SISTERS OF THE THIRD ORDER OF ST. FRANCIS. Certain materials have been pre-purchased for one of the sub-projects of the Springfield Railroad Improvements Project. The electrical relocation work that was included with that subproject was put on hold in 2014. The material that was purchased for that subproject is stored in a building near the location of the work and will be turned over to the contractor who will be employed by HSHS St. Johns Hospital to complete the work of this project.
