Description

As of January 6, 2023. The project is expected to be awarded sometime n February. The City of Kingsland, Georgia is soliciting sealed Qualifications from interested firms and individuals to provide Manufactured Housing Unit (MHU) Replacement Services for a Community Development Block Grant - Disaster Recovery (CDBG-DR) Program. The City of Kingsland and certain unincorporated areas in the 31548 Zip Code have been identified as one of the three most impacted zip codes. As such the City of Kingsland is providing a Homeowner Rehabilitation and Reconstruction Program to assist persons affected by Hurricane Irma. The City will receive sealed Qualifications from Proposers having specific experience and qualifications in the area identified in this solicitation. For consideration, Qualifications for this project must contain evidence of the Proposer's experience and abilities in the specified area and other disciplines directly related to the proposed service. This project is covered under Section 3 of the HUD Act of 1968 which requires that any new hiring opportunities first be directed to low-and very low-income persons in this community. Please contact (Lee Spell, CDBG-DR Program Manager) for information on any employment, contracting and subcontracting opportunities. Provide itemized costs for professional labor, equipment and materials adequate to perform the work in accordance with the scope of work issued for each eligible applicant's residential structure while ensuring that all applicable housing standards and codes are met; with all state and federal laws, regulations, and guidelines to include compliance with HUD Community Development Block Grant disaster laws, regulations, and guidelines, e.g. Section 3 and Davis Bacon, if applicable. This project is covered under Section 3 of the HUD Act of 1968 which requires that any new hiring opportunities first be directed to low-and very low-income persons in this community. The City of Kingsland intends to establish a pool of vendors based on qualified firms to assist in the replacement of MHUs. The Provider(s) will be awarded projects for specific properties at the sole discretion of the Program. Price will be determined after the qualification process. The City of Kingsland is projecting that the number of mobile homes assisted through the Program's housing efforts is currently at 4 units.
