Description

This project will be partially financed by a Clean Water Fund (CWF) loan which has requirements for Davis Bacon and Related Acts (DBRA), American Iron and Steel, and Disadvantaged Business Enterprises (DBEs). DBEs are encouraged to review the plan holders list and contact the prime contractor and submit proposals for services offered for this construction project. Contractors are encouraged to solicit DBEs certified under the unified certification program or by the U.S. environmental protection agency or an agency approved by the U.S. environmental protection agency to certify DBEs and provide to the department documentation of solicitation efforts made. Note: The Wisconsin department of transportation unified certification program's list of certified DBEs is available online at http://wisconsindot.gov/Pages/doing-bus/civil-rights/dbe/certified-firms.aspx. The project is located at the Village of Random Lake Wastewater Treatment Facility at 690 Wolf Road, Random Lake, WI 53075. The project consists of the installation of one new control building, one new fine screen, one new grit removal system, one new primary clarifier, three new activated sludge basins, one new final clarifier, one new belt filter press, two new blowers, one new generator, new pumps and motors, and all associated work at the existing WWTF. The Bidder agrees to ensure equal opportunity in employment to all applicants and employees and to take affirmative action to attain a representative workforce. All Bidders shall provide proof of responsibility on forms furnished by the Village and such forms shall be filed with the Village of Random Lake at least five (5) business days prior to the bid opening. All Bids shall be accompanied by Bid Security in the form of a Bid Bond, payable to the Village of Random Lake, in the amount not less than five percent (5%) nor more than ten percent (10%) of the bid. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. Bidders may not withdraw their bid within the 90-day period after the date of the bid opening. The Owner reserves the right to reject any or all bids, waive or not waive any informality in the bids received and to accept any bid, which they deem most favorable to the interests of the Owner.
