Description

Any uncertainty regarding the time a bid is received will be resolved against the Bidder. All work for the project shall be constructed in accordance with the Drawings and Specifications provided by MBV Engineering, Inc. (MBV) and the proposed improvements will be awarded and constructed, if award is made, under one Construction Agreement. Bids shall be submitted for furnishing, delivering and installing all plan materials, equipment and services. The proposed scope of work consists of tasks at the City's Water Reclamation Facility (WRF) and includes construction of pump enclosure structures at eight locations. Addenda will be sent via e-mail or facsimile to all holders of Bidding Documents up to seventy-two (72) hours before bid time. Brief addenda may be issued between seventy-two (72) hours and twenty-four (24) hours before Bid time by e-mail or facsimile to all holders of Bidding Documents. A request including the name, address, telephone number and e-mail address of the bidder shall be required to obtain a set of Bidding Documents. Prospective bidders are encouraged to visit the project location prior to submitting a Bid. PERFORMANCE AND PAYMENT BONDS: In the event the Contract is awarded to the Bidder, they will thereafter enter into a written Construction Agreement with the Owner and furnish Payment and Performance Bonds in an amount equal to the Contract Price, in strict accordance with Section 255.05 of Florida Statutes. Payment and Performance Bonds shall be secured from or countersigned by an agency or surety company recognized in good standing and authorized to do business in the State of Florida. BID BOND. A bid bond will be required in the amount the Bid Price. SPECIFIC CRITERIA: The Contractor performing this service shall have a strong background in providing a positive working relationship with Cities having a Council/City Manager type government and a history of performing civil engineering projects including construction at wastewater treatment plants. Funding for this Project is through the State Revolving Fund (SRF) Program. The selected contractor shall implement Davis-Bacon wage rates and adhere to the requirements of the American Iron and Steel Act. Owner direct purchase (ODP) will also be used on items from a single manufacturer over $5,000 in price. Reviewing and ranking of the firm's bid will be by City of Cape Canaveral Staff and the City's consultant. There will not be a need for any presentation by firms. The final selection will be presented to the City Council. The City reserves the right to withdraw this Request for Bid or any portion at any time to protect its best interests. The contract will be awarded to a firm pursuant to the requirements of applicable state and federal laws and regulations. Bids shall be enclosed within a sealed envelope, in triplicate, on the form provided in the Project Manual, Division 0: Bidding Documents, Section 00300: Bid Form, with the words "BID #2021-04 PUMP ENCLOSURE STRUCTURES" and the bidder's name, address, and Florida Contractor's License Number clearly shown on the outside thereof. Bids must be received no later than the time set forth herein. The Owner will not be responsible for any lost or late arriving bids sent via U.S. Postal Service or other delivery services. Mailed bids shall be sent to the attention of the City Clerk, City of Cape Canaveral, 100 Polk Avenue, Cape Canaveral, Florida 32920. The Owner reserves the right to waive technicalities or irregularities, to reject any or all bids, and to accept that Bid which is in the best interest of the City, in the sole and absolute discretion of the City.
