Description

Award: Division 1 award to Arrowood General Contracting, Inc. for $2,537,216.95 and Division 2 award to Payne, McGinn & Cummins, Inc. for $5,426,086.95 Division 1: Installation of 27,375 LF 8" water main, 8,160 LF 6" water main and 29 fire hydrants and all related appurtenances to replace old lines in the service area . Division 2: Installation of 35,756 LF 10" water main, 30 fire hydrants and all related appurtenances to replace old lines in the service area. Project is funded by USDA Rural Development. Bid security shall be furnished in accordance with the Instructions to Bidders. CITY OF WESTMINSTER reserves the right to waive any informality, and/or the right to reject any and all bids. The contract award will be based on an evaluated bid analysis. The Owner will make selection utilizing a maximum of two contractors for the project: one for Division 1 and one for Division 2, or possibly one contractor completing both projects (Division 1 and Division 2) simultaneously. The owner will have the final say and will be the sole judge in the evaluation. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig Iron and direct reduced iron waiver apply to this contract.
