Description

The HVAC system for building 228 requires proper operation of the Outside Air intake dampers for the winter season to prevent damage to the Air-Handling Units (AHUs). Without these repairs there is a potential to lose the ability to heat the building, freeze coils which would spill water throughout the Air Handlers, which then have a possibility of mold growth and will require evacuation of the buildings. Building 228 is a patient care building and houses patients throughout the year. The outside air dampers at Joliet CBOC have failed. The chilled water valve is leaking glycol. Major design flaws in the air ducts were found which impede proper operation of the HVAC systems. Without these repairs the Joliet CBOC will not be able to meet air flow requirements and temperature control. Scope of Work. Provide cost for each Contract Line Item Number, CLIN 1 thru 3. The Scope of Work for this project includes all labor, management, and materials to complete the following: CLIN 1: Building 228 AHU Outside Air Damper Replacements Disconnect damper motors Demolition and removal of old Outside Air Dampers Furnish and install four new Outside Air dampers for AHUs S1, S2, S3, & S4 Furnish and install new damper motors. Startup and adjust the dampers. All work performed during regular working hours. NOTE: Dampers required to have gaskets to prevent air leakage. CLIN 2: Building 16 Chiller Swap Reclaim the Freon from the existing chiller Disconnect the electrical from the existing chiller Demo the chilled water piping as needed Remove the old chiller from the site Set the VA-provided chiller from the Pharmacy in Bldg 200. Install the necessary electrical wiring and control wires Furnish and install all the necessary chilled water piping Furnish and install the insulation for the chilled water piping Furnish and install 2 new chilled water pumps Start up and check out the operation CLIN 3: Joliet CBOC Replace Chilled Water Valves Disconnect the piping for the existing chilled water valves Furnish and install 2 Belimo 2 ½ 3 way valves with actuators Furnish and install all the necessary piping and fittings Start up and check out the operation of the valves Demo the existing PVC chilled water piping for AHU-1,2 Furnish and install all the necessary piping and fittings for the project Furnish all the necessary welding for the piping Furnish and install the new valve, drains, thermometers and gauges Furnish and install all necessary insulation for the piping Fill and vent the system Removal of the old cooling coils from AHU 1,2 Patch the holes as needed Outside Air and Exhaust Dampers Demo the existing outside air dampers for AHU-1,2,3 Demo the existing exhaust dampers for AHU-1,2,3,4 Furnish and install new outside dampers for AHU-1,2,3 Furnish and install new exhaust dampers with gaskets for AHU-1,2,3,4 Furnish and install new actuators for the outside air dampers and set up the linkage Disconnect the outside air duct work for AHU-4 from AHU-2 outside duct Furnish and install all the necessary fittings to duct into the outside air intake louver Patch the ductwork as needed Furnish and set up the control for the Building Automation System Replace VFD for chiller pump Disconnect the existing electrical for the chilled water pump VFD Furnish and install a new ABB 15 H.P. VFD drive Furnish and install all the necessary wiring for the project Furnish a factory start up for the VFD Start up and check out the operation General Jobsite Requirements. Per VA Information Security Program policy VA Directive and Handbook 6500 and 6500.6, Appendix A, contractor storage, generation, transmission or exchanging of VA sensitive information during this construction project is not acceptable. Infection Control Barrier (ICB): Only needed for interior work adjacent to staff and patients, See attached ICRA form for additional required Contractor actions. Temporary construction partitions shall be smoke-tight and built of noncombustible materials that will not contribute to the development or spread of fire. Barriers shall not obstruct access to emergency services and for fire, police, and other emergency forces. The Contractor shall provide and install a rigid infection control panel system manufactured by Edge Guard out of Bement, Illinois or an approved equal. http://www.edge-guard.com/home.html. Salient details of the infection control barrier are: The ICB must be fire-resistant. The barrier must be water resistant; capable of being cleaned and sanitized. Installation of the barrier shall not: Generate dust outside the barrier. Generate excess noise outside the barrier. Generates excess fumes outside the barrier. Demobilization of the barrier shall not: Generate dust outside the barrier. Generate excess noise outside the barrier. Generates excess fumes outside the barrier. Require floor, wall, or ceiling repairs upon removal. The barrier should be environmentally responsible. The materials should be reusable. The materials should not contribute to unnecessary waste to our landfills. Fire-resistant plastic sheeting may be used to supplement the rigid infection control panel system. COR approval is required. The Contractor shall submit an RFI requesting approval during the bid period. Wood studs, plywood, OSB, particle board, pressboard, or other flammable materials are not allowed at Hines. Manometers shall be installed on the ICB adjacent to every entrance of the work zone to monitor negative pressure within the work zone. All doors to rooms inside the work zone but directly impacted by the work shall have their doors shut and the perimeters taped to prevent the migration of dust and debris into these rooms. Cover all sprinkler heads (daily), signs, data transmitters, and light fixtures. Cover the supply and return diffusers within the work zone to prevent the spread of dust and fumes to other areas outside the work zone. Rigid infection control panel system and manometers are to be submitted and approved by the COR prior to installation. The following is a manner acceptable to Hines Infection Control to maintain negative pressure inside an infection control barrier with no reasonable access to discharge air to the exterior. Install a floor-to-ceiling infectious control barrier (ICB) meeting the fire-rating required. Cover all sprinkler heads (daily), signs, data transmitters, and light fixtures. Cover the supply and return diffusers within the work zone to prevent the spread of dust and fumes to other areas outside the work zone. Place the air scrubber inside the ICB with a HEPA filter. The air scrubber will draw air from inside the ICB. Place a flapper valve connection on the ICB near to the ceiling. Route the filtered air from the scrubber via a collapsible duct to the flapper valve thus maintaining negative pressure inside the ICB. If the power should accidently get cutoff, the flapper valve will swing close thereby maintaining the integrity of the ICB. The Contractor shall post and maintain the final signed PCRA, ICRA, ILSM and Emergency Contact Information (when issued) at the entrance to the ICB for the duration of the project. The Contractor will update the postings when new documents are issued. Certifications: When applicable, the Contractor shall provide certification for all personnel performing any welding and shall certify all welds prior to the start-up of any of the units.
