The 90th Communications Squadron (CS) utilizes this handbook to provide communications standards to the 90th Civil Engineer Squadron (CES), 90th Contracting Squadron (CONS) and Contractors who are writing proposals or implementing design packages on F.E. Warren AFB. The 90 CS Plans and Programs Flight (SCX) coordinates on design packages as requested to look for compliance with standards, forwards comments to the Office of Primary Responsibility (OPR), attends design meetings, and ensures appropriate 90 CS personnel are involved in design reviews. The work shall be started within 90 calendar days of award of the contract to the Contractor. The work shall be completed within 40 calendar days of starting work. Contractor shall propose a schedule of work within 7 calendar days of notice of award to the Government Project Manager. The Contracting Officer Representative will review the proposed schedule of work and will coordinate with the Contractor if the proposed schedule is not feasible. The approved schedule of work will be determined within 14 calendar days of contract award. EVALUATION: ADDENDUM TO FAR 52-212-2 EVALUATION--COMMERCIAL ITEMS (Nov 2021) Paragraph (a) is hereby replaced with the following: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the offeror with the lowest price technically acceptable (LPTA). Quotes that do not include all requested information in FAR 52.212-1 in 5.1.1 will be considered nonresponsive. The following factor(s) shall be used to evaluate offers: 1.1 Price: Award will be made to the lowest priced technically acceptable. 1.1.1 The lowest priced quote will be evaluated for technical acceptability first. The Government will evaluate quotes for acceptability but will not rank the quotes by non-price factors. If the Government receives fewer than three (3) quotes, all quotes will be evaluated for Technical Acceptability. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of quoted prices received in response to the solicitation and/or comparison of quoted prices with the Independent Government Estimate. Prices must be determined fair and reasonable. 1.1.3. Pricing must meet the requirements/specifications in FAR 52.212-1 in 5.1.2. No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices. 2.1.1 Material List 2.1.1.1 The Government shall evaluate the material list submitted IAW FAR 52.212-1 5.1.3. Material List will receive a rating of "Acceptable" if they meet the requirements or they will receive a rating of "Unacceptable."
