Description | The objective of the project is to protect Bay Division Pipeline Nos. 3 and 4 from future loads imparted by Union Pacific Railroad's proposed new tracks by slip lining the pipelines with welded steel pipe at the railroad crossing at Lafayette Street in Santa Clara. The work is to be performed in Santa Clara County, California. ESTIMATED COST between $6,500,000 and $7,000,000 Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 11.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs and SFPUC Micro & Small-LBEs. The LBE subcontractor participation requirement for this Contract is below 20%, as the work is highly specialized because the main scope of work is to procure/fabricate large diameter steel pipe and slipline two large diameter pipelines. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified within the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: earthwork, demolition, pipeline installation/ slip lining, welding, coating work, and trucking. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. Bidders that have completed/passed the WD-2890 Safety Prequalification do not need to re-submit the WD-2890R Safety Prequalification Form (Section 00 45 12). A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. *The value for this project is based on a financial range.
