| Description | The Regional Brackish Water Reclamation Program (RBWRP) is the comprehensive Program to remediate the groundwater aquifer of trapped seawater to allow space for more water storage and to meet the WRD mission to manage and maintain the groundwater aquifer. This request for qualifications (RFQ) for the Torrance Desalter Expansion Project (Project) invites statements of qualifications (SOQs) from interested respondents. This is the first step of the two step Procurement Process. SOQs received will be reviewed and evaluated where a short list of respondents will then receive an RFP for Contract award of the Progressive Design Build Project.
