Notice ID W50S9523B0002OF1419 Synopsis: PSTE 159098 Construct Hazardous Cargo Pad Classification Code: Y1BD - Construction of Airport Runways and Taxiways Set Aside: Small Business NAICS Code: 237310 - Highway, Street, and Bridge Construction Size Standard: $45,000,000.00 Place of performance is McEntire JNGB Eastover, South Carolina. The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to construct a Hazardous Cargo Pad at McEntire JNGB. The scope of this project will consist of excavation, preparation of substructure, concrete and asphalt installation, and grading of surrounding area. The new hazardous cargo pad will be compatible with all applicable Department of Defense (DoD), Air Force, and installation design standards and criteria. In addition, local materials and construction techniques shall be used where cost effective. The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina. The base award CLINS are anticipated to be as follow: CLIN 0001: Base Bid CLIN 0002: OPTION Airfield Overhead Lighting, Fixtures, and Cables CLIN 0003: OPTION Demolish Taxiway K CLIN 0004: OPTION Construct Paved Access Road CLIN 0005: OPTION Increase Shoulder Width to 25' Taxiway) and 50' (Haz Caro Pad) The items below are brand name or equal items that have either been pre-approved or are used to clearly communicate a minimum level of quality, performance characteristics, and to provide the vendor a point of reference for understanding the Government's requirements. QUAZITE PG2424BG24 WITH PG2424CG00 COVER POWER PULL BOX - 24" X 24" X 24" OR APPROVED EQUAL The contract duration will be a total of 300 days after notice to proceed, which consists of an anticipated 180-day pre-construction phase for submittal approval, testing, mix designs, submit required permits, etc; and an anticipated 120-day construction phase. Contractor will have 300 days to complete both. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $45,000,000.00. The magnitude of the project is between $5,000,000.00 and $10,000,000.00. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded".
