Description | **As of August 18, 2023, the project was awarded to Cathcart Construction Company, with an awarded amount of $9,839,026.50.** City of Winter Haven is seeking bids for a trail project around Lake Elbert. The project limits are approximately 1.8 miles. The project consists of the following: Removal of old utility and stormwater infrastructure; installation of new water/sewer & stormwater & fiber conduit; traffic calming; intersection improvements; a 6-8 foot wide trail along Lake Elbert; landscaping/tree installation/irrigation; rain gardens; small trailhead at Polk State College with passive park improvements; road resurfacing; sidewalk connections. Questions received after this time may not be answered Project Description, Notes to Bidders, Information, Alternatives 2-3 Descriptions & Progress Schedule The Lake Elbert Trail Project will include the construction of an approximate 1.8 mile 6-8 ft wide asphalt trail on the lake side of Lake Elbert; major water/sewer main and line removal and new installation; drainage improvements throughout the corridor; landscaping/irrigation improvements; development of a passive trailhead at the Lake Elbert Boat Ramp and milling and resurfacing. The southeastern and southwestern sides will connect into an existing trail along SR 542 / Dundee Road The project must achieve substantial completion within 420 consecutive Calendar Days from the receipt of the Notice to Proceed. The project must then have all punch list items completed within 30 Calendar Days after substantial completion has been achieved. |
