Positive Location of Underground Utility Facility (Potholing) in Orange County

Contractor shall provide all labor, materials, parts, and equipment necessary to provide routine positive location services using vacuum excavation, hand excavation, electronic detection, ground penetrating radar, and/or comparable methods acceptable to Caltrans Contract Manager and the utility facility owner, in order to locate underground utilities, and to perform related services located at various public or private locations in Orange County within the designated service area. As required by Executive Order S-02-06, the California Department of Transportation (Caltrans) is committed to meeting the State's 25 percent (25%) Small Business (SB) participation goal. Written Question Submittal 11/08/2022 3:00 p.m. Proposed Award Date (estimate) 11/18/2022 The required DVBE participation goal for this IFB is three percent (3%). Bidders are encouraged to submit their written questions via e-mail to jean.mallare@dot.ca.gov This Agreement will commence on December 21, 2022, or upon approval by the Department of General Services (DGS), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by DGS. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement shall expire on December 20, 2024. Bidder must have, at time of bid submittal and for the duration of the contract, a valid, current Class A (General Engineer) or C-12 (Earthwork and Paving) license issued by the CSLB, for the type of work to be performed. Bidder shall obtain, pay for, and maintain, in good standing, all necessary licenses and permits to accomplish the work. Bidders will be considered non-responsive unless proper licensing requirements are met. An invalid license will result in rejection of the bid. Positive verification of a valid license issued by the CSLB will be performed by Caltrans (Bus. and Prof. Code Section 7028.15). Caltrans reserves the right to reject all bids for reasonable cause.
