Description

Severe episodic erosion of St. Lucie County beaches has prompted the need for upland sand sources that can be employed for emergency restoration of the beach and/or dunes after future storm events. Public concerns and Florida Department of Environmental Protection (FDEP or Department) concerns regarding the quality of sand for dune restoration warrant identification of sand sources acceptable to permitting authorities – in advance of future emergencies. The objective of this Invitation to Bid and associated prospective construction contract (or contracts) is to identify and secure contracts for dune restoration and miscellaneous beach services for St. Lucie County (COUNTY) following future storm events. The Work generally entails one or more of the following Bid Items: 1. provide suitable beach-compatible sand for beach and/or dune restoration, 2. transport and delivery of beach-compatible sand, 3. place and grade suitable beach-compatible sand landward of the Mean High Water Line (MHWL) and seaward of the Coastal Construction Control Line (CCCL) within fill areas, 4. restoration of Construction Access Sites as used for the delivery, placement and grading of sand, 5. sand removal, screening, & placement, 6. debris removal, 7. escarpment leveling, 8. beach tilling, 9. escarpment leveling and beach tilling, and or 10. environmental compliance.
