Description | The emergency service contract work includes the furnishing of all labor, materials and equipment necessary to provide 24 hour, 7 day a week emergency response services for the Borough's sanitary and storm sewer systems including force mains, gravity sanitary and storm sewers, manholes, catch basins, and other appurtenances related to the sewer systems. The work may be located within Borough properties, right-of-ways or easements within the Borough of Carteret and may include: sewer construction or repair, sewer cleaning and internal inspection and pavement and site restoration. The Contractor is required to submit a bid for both the period of August 1, 2022 to July 31, 2023 (Bid #1), with an option to renew for the period of August 1, 2023 to July 31, 2024 (Bid#2). The Contractor is also required to submit an alternate bid for each time period which considers work to be performed during certain designated "standard" and/or "overtime" hours. The basis of award for this contract shall be for the total price bid for either Bid Alternative 1A, 1A-1, 1A-2, 2A, 2A-1 or 2A-2. As noted, the Borough reserves the option to extend the contract for the period of August 1, 2023 to July 31, 2024 at the price bid in the Proposal for this period. If the contract is not extended after the first year of the contract, it shall be terminated. The Borough alone shall decide if the contract will be extended. The extension of this contract shall be subject to availability and appropriation annually of sufficient funds as may be required to meet the extended obligation. Under no circumstances will the prices bid in the Proposal for the option periods be increased. Proposals must be made on the Standard Proposal Forms in a manner designated in the contract documents, must be enclosed in sealed envelope bearing the name and address of the bidder and the name of the work on the outside, addressed to the Borough of Carteret and must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and a bid guaranty for not less than ten percent (10%) of the amount bid except that the bid guarantee need not exceed $20,000.00. The award of the Contract for this work will not be made until the necessary funds have been provided by the Borough in a lawful manner. The Borough and Engineer reserve the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The right is also reserved to reject any or all bids or to waive any informality where such informality is not detrimental to the best interest of the Borough. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications. Bidders are required to comply with the current requirements of P.L. 1975, c.127 (Affirmative Action) and P.L. 1977, c.33 (Disclosure of Ownership).
