Description

The project work shall include the following tasks: The WORK of this Contract comprises rebuilding the existing Portofino Way and Yacht Club Way Pump Stations. The work shall include general civil, architectural, mechanical, HVAC, plumbing, structural, electrical, and control work and all else as shown the construction drawings and detailed in the specifications for a fully functioning facility. General civil improvements, shoring, subgrade preparation, and dewatering, as required; All work on this project will be coordinated with the City's Engineering, Operational staff and Waterfront Department for any Special Events, including Beach Life Festival; The work shall include, but are not limited to the following: o Construction of New Pump Station: o Construction of new cast-in-place concrete and masonry wall structure o Construction of new precast concrete wet well and hatches o Construction of new manholes o Mechanical equipment including pumps, valves and yard piping o Electrical equipment, conduit and wiring o Instrumentation and controls o ExistingFacility Improvements: o Modification of existing pump station, including demolition, repairs, coating and connection to new pump station o Demolition of ExistingFacilities: o Demolition of existing asphalt and concrete for site preparation o Demolition of existing manholes o Demolition of existing pump station, including mechanical and structural equipment and piping o Demolition of existing electrical equipment o Transition from existing pump station to new pump station without interruption of sewer pumping including temporary electrical work during construction, which includes installation of temporary generator, temporary 120/208V transformer and panel, and demolition of temporary power equipment. Installation of New Electrical Service, SES, ATS, MTS, MCC and Emergency Generator for improvements. o Installation of instrumentation, wiring, and panels for new PLC and SCADA systems. Testing, commissioning, and startup of the new equipment. o New Control/RTU Panel and PLC programming and integration, including SCADA integration, shall be performed by the City's SCADA System Integrator. The Contractor shall be responsible for landing the wiring of these instruments at the PLC s and calibration and programming of the instrumentation. The CONTRACTOR shall be responsible for the installation of all conduits, wires, and all required tags/identification. The CONTRACTOR shall also be responsible for the installation of the instruments and landing all field wiring to the instruments . The work shall include all permitting, mobilization, coordination, traffic control, demolition, dewatering, trenching, excavation, shoring, installation, backfilling, compaction, testing, commissioning, and startup of the new equipment, paving, concrete, landscape and irrigation restoration, maintaining & temporary handling sewer flows etc. required to complete the work shown in the contract document. The estimated cost of the above described work is $6,000,000. Bidders shall have an active Class "A" license from the Contractor's State License Board, a minimum of 5 years of applicable experience and 5 recently completed similar public works projects, at the time of submitting bid. The project contract shall be completed and facility shall be made ready for service within 260 working days after the Notice to Proceed is issued. Five percent of the payments due to the successful Contractor shall be withheld by City as retention for performance security, but the Contractor may substitute securities for said retention pursuant to Section 7.04 of the General Conditions . If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, the bid shall contain, as part of the lump sum bid package, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders. If the Bidder is awarded the contract, the contract shall be terminated and the bid bond forfeited if the Bidder fails to provide the applicable insurance certificates and bonds within the time set forth in Section 21 of the Instructions to Bidders. Proposals (bids) to perform the work shall be made on the forms provided by the City Engineer and shall be submitted complete, including bid bond and list of subcontractors, in accordance with the Instructions to Bidders and other requirements of the bid document. In order to qualify to bid this project, bidders must obtain and properly execute a hardcopy of the contract documents. Each bidder wishing to submit a bid proposal shall print a hard copy of the City's bid proposal documents for submittal from the sent or downloaded electronic set. The City's bid proposal documents include the following forms: Proposal, Bidder's Proposal, Bid Bond, Bidder's Qualifications & References, Designation of Subcontractors, Contractor's Affidavit of Non-collusion, Pre-bid Site Inspection Certification, Workers' Compensation Certificate, and Receipt Acknowledgment of all addenda if any.
