Background The Fox Park Work Center currently has an antiquated electrical system that is faulty, dangerous and needs replacement. The Work Center currently has a 100-amp service that we'd like to upgrade to a 200-amp Service. Before we upgrade to a 200-amp service, we need to replace the entire electrical system for function and safety. During a recent inspection, the Forest Service found several concerning items: Main power disconnect only turns off 1 phase (safety hazard) Spliced neutral underground Disconnects wired to pile doesn't have a ground or a neutral B. The Scope of Work for the Fox Park electrical upgrade includes: Design a new electrical system for the Fox Park Work Center following all provisions provided in the 2018 ICC Commercial Building Code and the 2018 ICC International Mechanical Code Remove and Replace all power panels and breaker boxes (includes all 5 buildings, electrical station #1 and electrical station #2). The contractor must rewire the existing system to accommodate the new configuration. The Contractor must provide weatherproof electrical boxes for outside use Remove and replace all buried wire to be replaced with new grounded power (estimated 630 linear feet) Project Location: The Fox Park Forest Service Work Center is in Fox Park, WY off FS road 512 (off WY HWY-230) In accordance with FAR 36.204, the estimated magnitude of construction for this project is between $25,000 and $100,000 Contractors are required to be actively registered with the System for Award Management (SAM) https://www.sam.gov prior to submitting a proposal and to be considered for award. The Contractor must dispose of all material removed in accordance with all federal, state and local regulations and the contract documents. In accordance with EO 13514, FOREST SERVICE is required to divert from landfill or incineration facility disposal a minimum of 50% of the non-hazardous waste generated as a result of its operations. In support of meeting this requirement, the Contractor must divert from landfill or incineration facility disposal a minimum of 50% of non-hazardous waste and 50% of construction and demolition material and debris generated, to the maximum extent feasible. The Contractor must report non-hazardous waste diversion rates on a regular basis [refer to Solid Waste and Recycling DID and/or Construction and Demolition Debris Diversion DID if applicable]. The Whole Building Design Guide (http://www.wbdg.org) outlines recommended practices for construction waste and debris removal. The Contractor must take every effort to label and protect the existing wiring before transferring to the new power panels. C.1.01 PROJECT LOCATION The Fox Park Forest Service Work Center is in Fox Park, WY off FS road 512 (off WY HWY-230) Pre-Bid/ Pre-Proposal Conference (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1442 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer.
